25.1 Introduction
The following are descriptions of the various committees that provide oversight to the administration of residency and fellowship programs at UIC.
  
25.2 Operating Committee
A. Membership
The Dean-COM shall establish a GME Operating Committee ("Operating Committee") and appoint representatives of hospital administration for several of the major affiliated institutions having substantial resident rotations.  The Dean-COM or his designee shall serve as Chairperson.
B. Voting
All actions taken by the committee shall be by majority vote.
C. Functions
The Operating Committee shall be responsible, subject to University Rules, Regulations, Statutes, and applicable law, for:
1. The establishment and administration of financial policies for residents serving in the UIC system and affiliated institutions;
2. The establishment of the annual budget  effective July 1 of each year which shall include provisions for the payment of all direct expenses, as well as stipend costs and costs of providing fringe benefits to the residents;
3. The establishment of uniform stipend ranges and fringe benefits for all residents and fellows under contract to the COM and COD.
  
25.3 Committee on Graduate Medical Education  
A. Membership
The membership of the GMEC shall be set for in GME Policy XXXIV, GMEC.
B. Voting
On issues relating to a specific specialty training program, only those institutions participating in the program may vote.  All actions taken by the Committee shall be by majority vote.
C. Functions
The GMEC shall perform the following functions, in fulfilling its responsibilities as detailed in GME Policy XXXIV, GMEC:
1. Monitor the general academic quality of each of the specialty training programs covered under the umbrella of the GME, to insure that such program is maintained in accordance with the standards and guidelines for such program, as the same may be established from time to time by the Accreditation Council for Graduate Medical Education (ACGME).
2. Review and approve new rotations for existing programs to ensure that the rotation is educationally sound.
3. Review and approve fellowship training programs not accredited by the ACGME.
4. Ensure the maintenance of a system for the selection, supervision, evaluation and advancement of residents participating in UIC residency and fellowship programs.
5. Establish procedures for the periodic review of each specialty training program sponsored by UIC-COM and COD and the documentation of such reviews as required by the ACGME.  These reviews shall include an analysis of the goals and objectives of each program, the plans formulated to achieve these goals, and the effectiveness of each program in achieving its stated goals.
6. Receive reports from, and confirm and/or modify recommendations of the Internal Review work groups regarding resources, program content, and curriculum.  Present findings to the Dean, COM or COD as appropriate, with recommendations.
7. Assist each program director in the following functions:
a. Definition and implementation of the goals and objectives of his or her particular specialty training program, which goals shall be at a minimum those defined by the specialty boards of the program;  
b. Establishment of standards for the selection, supervision, evaluation, advancement and dismissal of residents participating in UIC sponsored programs, in accordance with the policies and procedures developed by the GMEC;   
c. Integration of the training program of each specialty with the training programs of all other specialties to enable an effective overall educational program.

  
25.4 Affiliated Graduate Medical Education Group Executive Committee
A. Membership
The Affiliated Graduate Medical Education Group Executive Committee oversees the activities of the Affiliated Group for Medicare Reimbursement, which was formed July 1, 1999.  Membership includes a representative from all UIC/COM affiliated hospitals involved in the Affiliated Group.  The Committee is chaired by the Associate Dean for Graduate Medical Education.
B. Voting
All members of the Affiliated Graduate Medical Education Group Executive Committee have an equal vote.
C. Functions
The Affiliated Graduate Medical Education Group Executive Committee shall perform the following functions:
1. The Committee will meet in the spring of each year to decide the distribution of Medicare reimbursable positions among the participating institutions for the following fiscal year.  The distribution will be forwarded to the Medicare intermediaries prior to July 1 of each year.
2. The Committee will meet during the year as needed to review requests to move positions between participating institutions.  Any movement of Medicare reimbursable positions between Affiliated Group institutions must be approved by the Committee.
