2.1 Definition and types
A. Graduate Medical Education Training Program:   A program may be classified as a GME Training Program if it includes the following characteristics:
1. It has as its primary goal the training of physicians for practice in a medical specialty.
2. The program provides an organized educational program with guidance and supervision of the resident, facilitating the resident's professional and personal development while ensuring safe and appropriate care for patients.
3. Successful completion of the program leads to certification that the resident is competent to undertake independent medical practice within the specialty.
B. Residencies:  Programs recognized by the ACGME  will be termed residencies.
C. Fellowships:  Programs approved by the GMEC but which are not accredited by the ACGME will be termed fellowships.
  
2.2 Program Name
A. All GME approved programs will be titled University of Illinois (UIC) College of Medicine [at REGION] program in [SPECIALTY NAME] . For instance, Neurology at Chicago would be the University of Illinois (UIC) College of Medicine at Chicago program in Neurology.
B. If more than one program exists within a single region for a given specialty, the programs will be distinguished by adding a suffix indicating the primary institution which supports each program. For instance, Diagnostic Radiology at Chicago, located at the University of Illinois Hospital would be the University of Illinois (UIC) College of Medicine at Chicago program in Diagnostic Radiology/UIH.
C. No institution may use the name of University of Illinois (UIC) College of Medicine without a written affiliation agreement authorizing such use.
  
2.3 Sponsorship

2.4 Accreditation
A. All  GME programs must be accredited for the residents/fellows to receive Residency Agreements and Certificates of Completion
B. Accreditation must be through one of the following, in descending order:
ACGME/RRC        
Specialty Board
Graduate Medical Education Committee.
C. All  GME programs implemented prior to the effective date of this policy will be considered approved in current number and affiliation.
  
2.5 Institutional Accreditation
The COM will maintain institutional accreditation with the ACGME.
  
2.6 Approval for new programs
A. To obtain recognition of a proposed program, the program director must submit a brief program description to the GMEC, and request accreditation of the new program, if appropriate.  In addition to obtaining GMEC approval, the program director will be responsible for identifying funding for the new program.
B. If the specialty is recognized by the ACGME, then the GMEC must receive evidence of accreditation.
C. Likewise, if the specialty is recognized by a Board, then the GMEC must receive evidence of approval.
D. Resident contracts and certificates of completion will be issued by the COM-UIC only for participants in programs recognized by the GMEC.
  
2.7 Other program changes
The following program changes must be reviewed and approved by the GMEC before implementation:
1. Significant changes in resident numbers (up or down)
2. Formation/deletion of rotations to affiliated institutions.
  
2.8 Reviews
A. Internal
1. All GME programs will be reviewed periodically by the GMEC,  with the review organized through the GME Office.
2. Format for the review will be set by the GMEC, to include assessment of the following key elements:

Quality and appropriateness of clinical base
( 4)
Quality and appropriateness of academic base
( 5)
Balance between educational and clinical  activities
( 6)
Quality of house staff

Utilization and adequacy of program resources

Program administration
( 9)
Supervision of residents
(10)
Program evaluation
(11)
Management of program problems and deficiencies
(12)
Effective use of program strengths
(13)
Competitiveness with other programs
(14)
Effectiveness in meeting departmental needs

Effectiveness in meeting institutional goals and objectives

Institutional commitment to program
(17)
Compliance with specific ACGME/RRC requirements.
3. Internal reviews will be scheduled approximately equidistant between external reviews.
4. Results of the Internal Review will be studied by the GMEC, who will vote on the approval of the recommendations for consideration by the Dean, COM.
B. External
1. The Program Director will notify the Associate Dean for Graduate Medical Education and Director for GME of any scheduled site visit, Board action, or change in program status.
2. The Program Director will provide a copy of the submitted site visit document to the Associate Dean for GME.
3. The Office of GME will pay all invoiced fees for a site visit, if 1 and 2 above are followed.
