UIC's Brilliant Futures Capital Campaign Update
CUPPA Goal ($12.9 million by December 31, 2011): $5 million as of September 30, 2008.

CUPPA Alum and Former GCI Associate Director Receives UIAA City Partner Award
Lauri Alpern, MUPP '86, former GCI associate director, current partner at ROI Ventures/ROI Partners Fund, has been awarded the 2008 UIC City Partner. The award was established in 1993 to recognize alumni who have gone on from UIC to contribute to the vitality of the Chicago metropolitan area in a special way. This year's award will be presented at the UIAA UIC Alumni Five Awards Gala on Friday, October 24 at the UIC Forum. Lauri joins a distinguished list of CUPPA alumni who have previously won the City Partner Award including Peter Skosey, MUPP '93, Patrick Magoon, MUPP '79, Jim Lemonides, MUPP '77, Erma Tranter, MUPP '78 and Maria Ayala, MUPP '86.

MUPP Students Receive Krambles Scholarship Awards
The UIC George Krambles Transportation Scholarship Program awarded $2000 in scholarships to three transportation students working at UTC. The $1000 scholarship was awarded to Minyan Ruan. Two $500 scholarships were awarded to Emily Ziring and Meghan Mattingly.

PhD Student Receives Fellowship
Asma Ali, PhD student in planning, has been awarded the American Evaluation Association/Duquesne Internship for 2008-2009. This prestigious fellowship aims to increase the number and calibre of evaluation scholars working on issues of race and diversity. Asma will receive a stipend to support locally-based evaluation research, and will participate in a series of seminars with a cohort of emerging evaluation scholar from across the country.

PhD Profiles
CUPPABriefing is beginning a new monthly feature (below) consisting of the same three questions posed to CUPPA PhD students to learn more about each student's research interests and career goals. Thanks to Andrew Greenlee for agreeing to be the first featured PhD student. Andrew, a research assistant in the Nathalie P. Voorhees Center, started the UPP PhD program in 2006 and expects to defend in 2010.

UPA Receives Sloan Grant
The Urban and Public Affairs Undergraduate program received funding from the Sloan Foundation to support a new blended learning initiative. In compliance with the Sloan grant the UPA Senior Capstone course is being taught as a blended learning course and computers and software to support this initiative have been purchased with grant funds.

PA Associate Professor Mastracci's Book Released
A new book by Sharon Mastracci, Meredith Newman of Florida International University, and Mary Guy of the University of Colorado at Denver entitled Emotional Labor: Putting the Service in Public Service was recently released by M.E. Sharpe, Inc. The book addresses inequities in the pay and status of workers who do emotional labor, trends in occupations requiring emotional labor, and gaps between theory and practice in public service.

Congratulations to Hazel Brown on the Award of Merit
Hazel Brown, Admissions and Records Officer in the Urban Planning and Policy Department, is the recipient of this year's UIC Merit Award. Congratulations to Hazel who exemplifies the award criteria which includes overall excellence in all aspects of work performance and position responsibilities; overall service orientation that is consistently responsive; creativity in problem solving and initiative; commitment to individual development and fostering growth; promotes morale by leadership, teamwork, and enhancing work environment; and sensitivity to diversity and affirmative action accomplishments.

GCI Competitions Open
The Great Cities Institute Faculty Scholar and Faculty Seed Fund Competitions are now open. Applications are available at www.uic.edu/gci and are due on January 16, 2009.

NIH Grant to Tom Lyons, GCI
GCI Fellow Tom Lyons was awarded a two year grant from NIH to study strategies for HIV prevention among drug abusers.

IRRPP and UTC Search Committees
The Institute for Research on Race and Public Policy is continuing its search for a permanent director. The search committee is being chaired by College of Education Dean Vicki Chou. The Urban Transportation Center has launched its search for a permanent director and is being chaired by SRL Director and Public Administration Professor Tim Johnson.

Tim Johnson on the Census
SRL Director and PA Professor Tim Johnson served as the facilitator for the biannual meeting of the U.S. Census Bureau Advisory Committee of Professional Associations held in mid-October. Tim is completing his one year term as committee facilitator and his six year term as a committee representative for the American Statistical Association.

Sööt Sounds Out Light Rail in Seattle
Siim Sööt, UTC interim director, chaired the last meeting of the Sound Transit Expert Review Panel (Seattle) which reviewed a proposal to build an $18 billion extension to the light rail network (the opponents say it will cost ca. $50 billion). The panel met approximately eight times over the last four years. The proposal will appear as Proposition 1 on the November ballot in Seattle.

Student Lounge and Mailboxes
The CUPPPA Student Lounge is located in the basement suite of CUPPA Hall. Vending machines are also located in the basement suite along with student mailboxes. CUPPA Hall Room 216, formerly the student lounge, will be used for PA and UPP PhD student workspace.

PHD PROFILE - ANDREW GREENLEE, UPP PHD CANDIDATE

What is your research area?
My research is focused on community and economic development policy. Most of my current research is in housing policy, with a particular focus on low income housing policy. My dissertation research, “An analysis of mobility in the Federal Housing Choice Voucher Program in Illinois” looks at how program participants make moves using housing vouchers, with a focus on whether the housing and neighborhood choices that these households make result in better household and neighborhood conditions. A lot of research has been done in this area looking at special demonstration programs with added counseling and support, but very little has been done to look at the general Housing Choice Voucher population. Aside from this main research area, I also have a research interest in emergency management planning, urban food systems, and planning education.

Why is this research of interest to you?
This research is of interest to me due largely to my experience growing up here in Chicago. I grew up and currently live in Hyde Park on Chicago’s South Side. As a child and young adult, I observed that while I and many others in Hyde Park had substantial opportunity and choice in terms of education, career, mobility, housing, et cetera, many people living in surrounding communities were highly constrained in their choices and opportunities. Growing older, I was able to frame these observations in terms of political economy, and realized that many policies assume (correctly or incorrectly) an even social, political, and economic market terrain for action. I decided that it was important to understand better the assumptions behind the concepts of choice and opportunity particularly as these concepts interact over space and time. In the end, I am compelled to do this research in service of creating a more socially (and spatially) just conception of policy and policy analysis.

What do you hope to do when you complete your degree?
That’s a good question! I’m not sure yet. I’ve been considering both academic and policy-related career tracks. This semester, I have been co-teaching an Intro to Urban Planning class with a fellow Ph.D. student- the experience has been really gratifying. I like the idea of continuing as an academic, but I’m also attracted to the decision making responsibilities of advanced policy work. I could see myself going to work for HUD or for Chicago’s Department of Housing. I’d also like to expand the focus of my research outside of the domestic context, so research or work abroad is also not out of the question. Finally, I have a sort-of pipe dream of opening a brewery and gastro pub. A slightly different option, but that could happen too.
