City Manager, Sebastian, Florida

"Municipal Finance Practice Via the Council-Manager Plan"

Terrence Moore Florida's Youngest City Manager (and the nation's second youngest) Terrence Moore was appointed by the Sebastian City Council to the position of city manager on June 9, 1999 at the age of 29. Sebastian is a suburban community located on the East Central Florida Coast, just over one hour southeast of Orlando or just over one hour north of West Palm Beach. Before relocating to Sebastian, Moore served as assistant city manager of Deerfield Beach, Florida. As city manager, Moore serves as the city of Sebastian's chief administrative officer, responsible for near $20 million annual budget, including development and implementation of an expanding Capital Improvement Program in a high growth, suburban, Florida, east coast community. A native of Chicago, Moore holds both a bachelor of arts in economics and master of public administration degrees from UIC, as well as postgraduate certificates from Florida Atlantic University and the University of Virginia. Other previous professional experience includes positions with the municipal governments of Chicago and Peoria, Illinois.
Moore currently serves on the Board of Trustees, Sebastian River Medical Center; Board of Directors, United Way of Indian River County; Advisory Board Member, Sebastian River Area Chamber of Commerce; and was elected at-large director, Florida City/County Management Association. A full member of the International City/County Management Association since 1996, Moore was appointed membership on the organization's Governmental Affairs and Policy Committee. Moore is also an active member of the Sebastian Rotary Club.
