UNIVERSALISM VERSUS SELECTIVISM IN THE PROVISION OF SOCIAL WELFARE. A CASE STUDY ADDRESSING ADVERSE SELECTION AND MORAL HAZARD IN SOCIAL POLICY IN COLOMBIA
Diego Hernandez is an Associate Professor at Universidad Nacional de Colombia. He holds Masters' degrees from the University of Illinois at Urbana/Champaign (Finances), Unievrsidad del Valle in Cali, Colombia (Business Administration)and Pontificia Universidad Javeriana, Bogota (Economics).
He is here to comply with the semester abroad requirement to complete his PhD in economics at Unievrsidad Nacional. He teaches Economics and Finances in the Department of Industrial Engineering at Universidad Nacional de Colombia, Bogota Campus. Diego is using his time here at CUPPA to research poverty policies but, most particularly, the universal approach that he believes is the only one that can make a difference particularly in countries like Colombia with high levels of poverty.
