Monte Franke

Monte Franke has 35 years of experience in community development and affordable housing training and technical assistance. He has served as an executive director and as a board member for not-for-profit developers, and has been a private developer of affordable rental and homeownership units in joint ventures with not-for-profits.
Currently, at Franke Consulting Group in Saratoga Springs, NY, he provides technical expertise to HUD, national associations and State governments in HOME and other Federal housing programs. He designs and delivers dozens of trainings annually in housing-related topics and is the lead trainer for the both the Arizona Affordable Housing Institute and the New York State Development Seminar Series. He has been providing HOME training to public and not-for-profit entities nationwide since 1991. He is a consulting underwriter to states and serves on HUD’s financial workout team for distressed HOME rental projects.
Mr. Franke has also written numerous HUD and HOME publications on affordable housing development. He is the author of two HUD publications on CHDOs: the CHDO Toolbox for HOME PJs: Tools for Managing Your CHDO Relationships, and the CHDO Survivor’s Kit: A Guide to Success In a Performance-Based World.

Wayne Freeman has over 20 years of experience in community development and housing, specializing in assisting public agencies and not-for-profit organizations with strategic planning, home ownership and multifamily housing program administration and finance. He gained this experience as a result of his consulting experience and tenure as a project director and executive level manager for local and state government. As founder of Training & Development Associates(TDA), Mr. Freeman has led the organization from its inception to become a nationally recognized consulting firm with a reputation for quality and customer-centered service. Presently, he provides strategic direction for TDA and manages its operations. Additionally, Mr. Freeman earned an MBA from Duke University, an MPA from NC State University and a BS in business administration from the University of North Carolina-Chapel Hill. Mr. Freeman received his PhD from the NC State University School of Public and International Affairs in 2009.

Ike Heard

Ike Heard serves as a Visiting Assistant Professor of Geography and Urban Planning at the University of North Carolina at Charlotte. His primary subjects are environmental planning, transportation planning, community economic development and urban planning (practice and theory). He has operated as an economic development and planning consultant for community-based organizations and local governments since the late 1980s. Ike earned his B.A. at Dartmouth College, his Master of City Planning degree at Harvard University and his Master of Public Administration degree at UNC Charlotte. From 1999 until 2003 he was the Charlotte Office Director for the Enterprise Foundation, a national organization that works with partners to provide low-income people with affordable housing, safer streets and access to jobs and childcare. The Charlotte office provides technical assistance and $1 million in annual funding (core operating grants and project loans) to 6 Charlotte-area CDC's.
From 1991 until 1999, Ike Heard was employed as the Executive Director of the Northwest Corridor Community Development Corporation. In that capacity, Ike Heard was responsible for: planning and executing a 55,000 sq ft shopping center; developing nearly 200 units of affordable housing stock (new, rehabilitated, rental and owner occupied); co-developing (with Volunteers of America) a 60-unit LIHTC project for fixed-income elderly; implementing leadership training seminars for volunteer neighborhood activists; and developing a 30,000 sq ft community-oriented services facility and office building (sold to the Carolinas Medical Center and operating as a free-standing medical clinic). In support of these projects, he raised more than $2 million in grant funds to support the core operations of the CDC and more than $24 million in loans, investments and grants to finance the various projects. Prior to 1991 Ike worked for local housing developers for 4 years and was on the staff of the Charlotte-Mecklenburg Planning Commission for 13 years.

Randall Mullen

Randall Mullen has over 20 years of experience advising organizations on inner-city redevelopment. As Senior Project Manager at TDA, he provides a wide range of services covering community planning, housing development, economic development, public services and grant administration. He has delivered technical assistance for the Community Development Block Grant (CDBG), HOME, and Empowerment Zones/Enterprise Communities (EZ/EC) programs. Mr. Mullen gained his experience by directing top rated community development agencies across the country. Mr. Mullen earned an MPA in urban affairs from American University and a BA in political science from the University of Missouri.

Rocky Wade |

Rocky Wade, Senior Project Manager at TDA, has over 30 years experience in housing development, addressing the issues of homelessness, community and economic development, development and project financing, strategic planning and organizational development. Mr. Wade has developed, administered, financed and worked-out all types of housing and economic development projects, including homeownership, rehabilitation, rental, commercial, and industrial development. Mr. Wade has a varied background of experiences from the grassroots level, regional level, and federal level, with federal agencies, not-for-profit organizations, and for-profit consulting firms. Mr. Wade earned an MPA from the Andrew Young School of Public Policy at Georgia State University and a Bachelor of Arts in Southern History and Theology from Mercer University.
