Dear Friends and Colleagues,

One of the core programs at the Great Cities Institute is its Faculty Scholars program. Each year we invite researchers to join the Institute for a year of study designed both to advance our understanding of cities and to have an impact on urban life. Since the inception of the program in 1995, there have been 81 faculty scholars from thirty departments. We are presently soliciting proposals for the Great Cities Institute Faculty Scholar awards for 2004-2005. To help with the proposal process we have scheduled a Faculty Scholar Proposal Workshop at 3:00 pm on Tuesday, October 21, 2003. At the workshop, the proposal process and the benefits of a year at Great Cities will be discussed with past and present scholars as well as with the staff here at the Institute.

Universities as Developers Conferences
David Perry and Wim Wiewel, with the assistance of the Lincoln Institute, are involved in the planning of three upcoming conferences. All three will be held in Cambridge, Massachusetts, and all address the theme of universities as real estate developers. The first, which will be held April 30-May 1, 2004, will examine Neighborhood Development; the second, to be held on May 22, 2004, will be an authors' workshop for a book on International Universities as Developers; and the third, May 23-May 24, 2004, will be part of a series of two-day workshops addressing various issues on the topic of universities as developers, including the university's role in affecting the regional and local economy and research parks, among others.

David Perry, Director of GCI, was the featured speaker at a two day meeting on "Higher Education and the City: Implications of Engagement for a Comprehensive University in the Nelson Mandela Metro" on September 16 and 17 at the VISTA University Conference Centre in Port Elizabeth, South Africa. On September 19, Professor Perry was the speaker at a Luncheon Seminar at the Bank of England building in Cape Town, South Africa, sponsored by the Centre for Higher Education Transformation in the National Dialogue on Higher Education in South Africa series, sponsored by the Centre and underwritten by the Ford Foundation. The topic of Perry's talk in Cape Town was "Terms of Engagement: The City and Higher Education."

Please welcome Ariya "Narm" Aruninta, a visiting scholar from Thailand for the Fulbright Junior Research Scholarship Program. "Narm" is researching "The Development of Public Land Management Policy for Underutilized Space in Bangkok, Thailand."

Martin Jaffe, GCI Fellow and UPP associate professor, was just appointed by the Director of the Illinois Environmental Protection Agency (IEPA) to serve on the agency's Basinwide Management Advisory Group. The purpose of the group is to help IEPA better link its water quality management planning with its Facilities Planning Area (FPA) program by developing a new, more comprehensive and integrated state watershed planning and protection program.

The UIC Neighborhoods Initiative would like to announce new appointments for their program. Atanacio "Nacho" Gonzalez is the new Associate Director for Community and Economic Development. Nancy Tartt is the Associate Director for Community Engagement.

Michael Pagano, Director of the graduate program in Public Administration and GCI Fellow, gave a presentation on "Capital Planning in a Time of Uncertainty" to the Illinois Government Finance Officers Association on September 29, 2003.
