Professor George Beam's most recent research is in two areas: the application of quality management to public sector organizations, and an assessment of survey research. The latter is being developed in a book-length manuscript, titled, Don't Ask, in which the weaknesses of survey research, interviewing, and other forms of asking are identified. In the concluding section of Don't Ask, the greater use of observation, experimentation, document analysis, and other, non-asking, methods of data collection and research designs are advocated. A book on leadership is also being prepared. Here, it is argued that the desire for extraordinary individual leaders needs to be supplanted by enhanced group decision making and better management processes. A second edition to his QUALITY Public Management book is being prepared. A major addition in the second edition will be a section on ethics from a quality management perspective. Rather than relying on organizational add-ons-such as ethics offices-quality management advances ethical behavior in organizations by modifying the processes and structures that personnel experience in their daily work. |
