Dissertation Topic: There is an expansive knowledge gap in the academic literature about the adoption and implementation of Enterprise Resource Planning (ERP) systems in public organizations. There is not even adequate information on who is adopting ERP in the public sector or how successful they are. Because public organizations differ substantially from private organizations, the ERP literature from our corporate counterparts is limited in its usefulness. The proposed survey will expend general knowledge of ERP implementation and adoption to include public sector organizations. The survey will be distributed to approximately 1,000 city and county agencies. The theory developed under this model is to be able to predict adoption rates based on the institutional features of the government as well as organizational capacity issues.

With his MBA advisor, he is authoring a study on how relational coordination, a subset of social capital theory, shows tremendous competitive advantage. He has also co-written a chapter on Human Capital in the service sector to be published by Sage in 2008. Having entered Federal service as a Presidential Management Fellow, Rob has a particular focus on recruitment issues. Rob has lectured extensively on public service and is writing a chapter on best practices in Federal recruitment strategies.
