This is a continuation of Project 435. The West Cluster Collaborative asked CUED to survey new businesses in the West Cluster Empowerment Zone (EZ) to determine if the EZ program addressed the following issues: 1) Has there been a significant difference made in employment because of the EZ? 2) What type of small business development is most likely to increase employment opportunities for EZ residents? and 3) What mechanisms/strategies will be necessary to stimulate job creation and enhance business opportunity in the EZ? The results were documented in the final report, completed in June, 1998.
