Taylor Street Parking Demand and Supply Study

This report presents results of an analysis of parking demand and supply in the Taylor Street commercial area from Morgan Street to Racine Avenue. The motivation for this analysis is the interest of the Taylor Street Business and Residents Committee in determining how to maximize the limited parking facilities in the area for the benefit of local businesses and residents.

To achieve these goals, the study team completed four main tasks. First, an assessment of the current parking in the area was conducted. The team completed a detailed inventory of public, on-street spaces in the study area. Second, an assessment of parking utilization of available on-street spaces was completed. Next, an assessment of compliance with posted parking regulations was conducted. Finally, the study team provided recommendations for future actions and policies to be developed or pursued in the Taylor Street area.

The study concludes with a set of recommendations for the Taylor Street Business and Residents Committee. There are four short-term actions and a major long-term policy action recommended to address the parking issues in the area. On a short-term basis, it is recommended that additional short-term parking on the east end of the commercial zone be made available, parking turnover should be increased in certain areas, additional parking capacity be analyzed in targeted areas, and that a very detailed, comprehensive parking demand and supply study be conducted. In the long-term, it is recommended that the policy of issuing and enforcing temporary parking permits in the area should be revised.
