This report is a compilation with a brief discussion of linked development programs from eleven U.S. cities and one county. The information was first identified by the Center for Urban Economic Development (CUED) at the University of Illinois at Chicago as part of a technical assistance project with the Chicago 1992 Committee. The 1992 Committee had requested a catalogue of policy instruments of balanced investment for discussion and possible application in Chicago. Programs that sought to link development in one area to another area with greater needs emerged as the best-known and most common group balanced investment programs in U.S. cities. The importance of the subject and repeated requests for information prompted CUED to prepare this report.

The report is organized into two parts. The first part describes linked development policies and other relevant or alternative programs. The second part is a brief discussion of major concerns regarding linked development. The argument is advanced that the policy instruments described in the report fall short of the general goal of a more equitable redistribution of development
