Humboldt Park Empowerment Partnership (HPEP)

HPEP is an alliance of more than 50 community-based organizations and social service providers, churches, schools, banks and business associations operating in Chicago's Humboldt Park neighborhood. This predominantly Latino neighborhood, close to downtown Chicago, has high indices of poverty and attendant social problems. HPEP asked CUED to carry out an assessment of socioeconomic conditions in a 250-block target area that has the highest levels of poverty in the area. CUED drafted a 70-page report that was completed and submitted to HPEP in 1997.
