Public and Governmental Affairs Officer Description

The Québec Government Office in Chicago is seeking a Public and Governmental Affairs Officer. The Chicago office, one of 28 located worldwide, was established in 1969 to promote and develop relations with the twelve Midwestern states in the areas of business, government, environment, education, and culture.

The Officer will be responsible for the activities listed below, and will propose and manage all initiatives related to those fields. In addition, the Officer will work closely with Québec Government Ministries in their regional operations, as well as with other public and private agencies. Under the authority of the Director, the Officer must:

• Identify common regional interests in the environmental/energy and security areas, and work with State and local governments, as well as with Midwestern regional agencies, such as the Great Lakes Commission, to develop joint initiatives.

• Establish and implement a program of media relations, including the production of a monthly electronic newsletter and help to maintain a website.

• Develop cooperative links with Midwest universities and researchers in priority areas, promote Québec Studies throughout the region, and speak regularly on the major political and social questions which relate to contemporary Québec.

• Organize and coordinate promotional activities in the region (Arts and music festivals, speaking tours, Round Tables, etc.).

• Develop links with the cultural organizations and presenters throughout the Midwest.

Requirements

The candidate with have the following minimum qualifications: A Bachelor’s degree in political science/international relations or other relevant discipline – a Master’s degree would provide an advantage; five years of professional experience (a minimum of three years in international and/or public affairs).

• A strong knowledge of Québec’s society, institutions, and contemporary political realities.

• A general knowledge and understanding of the priority areas (environment/energy, regional security, academic relations, culture, media relations, etc).

• A solid understanding of the American/Midwestern realities.

• An expertise in public affairs and communication strategies.
