Technical Assistance Coordinator, National Transitional Jobs Network
Summary:
The National Transitional Jobs Network (NTJN) is a coalition of Transitional Jobs (TJ) programs, policy organizations, and sponsoring organizations. TJ is a workforce strategy designed to overcome employment obstacles by using time-limited, wage-paying jobs and combining real work, skill development, and supportive services to transition participants successfully into the labor market. The NTJN works to influence a number of audiences to ensure that policies will account for the hard-to-employ, that the public understands the need to invest in these services, that programs are able to effectively serve as many individuals as possible, and that best practices and technical assistance are widely shared and implemented throughout the network. The Technical Assistance Coordinator will serve as the lead staff person in the NTJN’s rapidly growing technical assistance programming. As such the Technical Assistance Coordinator will lead the day-to-day technical assistance (TA) activities of the NTJN including fielding TA requests from existing and prospective programs across the country, managing TA consultants, developing TA materials and resources, organizing learning opportunities for TJ programs such as cross-site meetings, trainings, and TA calls, and participating in planning national conferences. Heartland Alliance has been the host agency for the NTJN since 2003.
Essential Duties and Responsibilities:
• Maintain regular contacts and schedule and document conference calls and meetings, and report on workplan implementation. Chair advisory task forces.
• Receive, coordinate, provide and track all technical assistance requests from emerging and existing TJ programs from across the country, and oversee work of NTJN TA contractors,.
• Manage and coordinate statewide and contractual TA initatives.
• Assist in writing grants, grant reports and contracts for funds to support the TA work of the NTJN..
• Assist in the coordination of annual national Transitional Jobs conference.
• Manage TA specific web content.
• Create NTJN TA tools, resources and materials.
• Staff the NTJN TA committee and related ad hoc committees, scheduling meetings, planning agendas, taking minutes, and following through on agreed upon work.
• Organize learning opportunities for TJ programs such as site visits, cross-site meetings, trainings, and TA calls.
• Foster relationships with relevant state and national groups.
• Seek opportunities to present and present the TJ model and related information to diverse groups across the country.
• Track TA provision and other work products and prepare reports, activiely contribute to the monthly NTJN newsletter and other publications.
• Serve as an issues expert in areas assigned, and seeks learning opportunities in those areas.
• Ability to react to change productively and handle other essential tasks as assigned.
Supervisory Responsibilities:
May supervise work of NTJN interns and of the NTJN contractors.

• Education and/or Experience: Bachelor’s degree and five years of related experience and /or training (Masters degree plus two years of experience preferred). Ideal experience includes, provision of training/technical assistance/instruction, project coordination including staffing committees/coalitions, work with diverse stakeholders, and experience in the workforce development arena,
• Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to a prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to write concise policy, advocacy and research documents.
• Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
