Parking Citation Appeals

Any person who has received a UIC campus parking citation may contest the charge via an administrative appeals hearing. The appeals hearing can be conducted based on a statement received via mail, e-mail or telephone, or may be conducted in person.

Grounds for Appeal

Grounds for appealing a citation are limited to one or more of the following, with appropriate evidence to support:

Adjudication Procedures

In Person - An appeals hearing will be conducted to review materials and hear testimony for the adjudication of parking citations. The hearing will be conducted by an administrative appeals officer appointed by the associate vice chancellor for administration or his/her designee.

The respondent may contest a parking citation based on one or more of the grounds for appealing by mailing the following materials and information to the Campus Parking Services Department Appeals Office:

Upon receipt of an appeal, Campus Parking Services will mail the respondent a confirmation of the appeal, the scheduled date of the hearing, and the approximate date the respondent should receive a decision via U.S. mail.

The Hearing Procedure

  1. The respondent will be given a maximum of ten minutes to present an argument and/or evidence to contest the citations issued
  2. The formal and technical rules of evidence do not apply in the conduct of the hearing
  3. All testimony is to be given under oath or affirmation
  4. The hearing officer may, on showing good cause, grant a continuance, not to exceed forty-five days.
  5. Upon review of the information submitted by the respondent, the hearing officer shall enter a determination of liability or no liability in the amount of the fine for the relevant violation

No further appeal is allowed

Statement - An appeals hearing will take place to consider information presented for adjudication of parking citations via mail, e-mail, or recorded telephone message. The hearing will be conducted by an administrative appeals officer appointed by the associate vice chancellor for administration or his/her designee. Consideration for adjudication will take place only if the following information is provided:

Appeals may be filed in the following manner:

Photocopy, fax or e-mail attachments of any documentary evidence submitted by any party shall be accepted as the equivalent of the original document, and all material submitted in evidence becomes the property of the University of Illinois at Chicago and will not be returned.

Upon receipt of an appeal statement, Campus Parking Services will mail the respondent a confirmation of the appeal, the scheduled date of the hearing, and the approximate date the respondent should receive a decision via U.S. mail.

Upon review of the materials submitted by the respondent, the hearing officer shall enter a determination of liability or no liability in the amount of the fine for the relevant violation.

No further appeal is allowed.

Payment of Fines

If an appeal has been filed, payment is not due until a decision has been rendered. This does not in any way extend the time frame of the goodwill discount that is given for prompt payment. If you wish to receive that discount, you must pay by the date given on the citation, and if the decision is rendered in your favor, any fines collected on the appealed citation will be refunded to you.

Any fine remaining unpaid after thirty days shall be considered a debt due, owed to the University of Illinois at Chicago. Failure to respond by paying may result in:
