Information Sheet for Meeting Positive Time Reporting Requirements

What is Positive Time Reporting?

The submission of the total number of hours worked each day on official University business, including evening and weekend hours, recorded to the nearest quarter hour, by all academic professional and exempt civil service (not eligible for over-time) employees.


Why is the UIC Campus involved in this program?

On November 19, 2003, the State of Illinois passed The State Officials and Employees Ethics Act (SOEEA). This Act requires State employees to periodically submit records documenting the total amount of time spent each day on official State business. Although originally contesting the Act’s requirements, the University began in fiscal year 2008 a pilot program that involved employees from University Administration and the University of Illinois at Springfield campus. In June of 2008 the President’s Policy Council approved a University-wide policy that states that all time, not just periodic, on official University business needs to be recorded.


What are the Responsibilities of the Employees and the Units?

Employees: All academic professionals and exempt civil service (not eligible for over-time) employees must submit, on a standardized on-line recording tool, the total amount of time spent each day (Sunday-Saturday) on official University business to the nearest quarter hour.

Units: Unit self audits must be conducted monthly for the 1st 90 days, then every 6 months.


How does this Reporting System differ from reporting time in Banner?

This data will be reviewed only from a compliance perspective with the SOEEA. The reporting system will have no impact on pay or leave accrual, and is an independent application that does not replace existing vacation and sick leave reporting systems.


When is the Effective Date for Employees to begin submitting their time?

Positive Time Reporting for the UIC Campus will begin with the first pay period in calendar year 2010. Thus, both Academic Professional and Civil Service exempt employees will begin submitting their time as of 1/31/10.
