What
does "separate place of employment" mean?
This designation was made by the Merit Board of the State Universities
Civil Service System on September 20, 2000 to be effective October
2, 2000. This means the Hospital and clinics are now considered
separate from other UIC units for the purposes of hiring from Civil
Service registers, computing seniority, establishing pay rates or
ranges, and effecting transfers.
Why did the medical center do this?
The designation acknowledges the special employment needs of the
health care enterprise. The Merit Boards decision provides
a great deal more flexibility in managing the Hospital and clinics
as an organization.
Will this affect transfer?
Yes, transfers will occur by restoring the employees seniority
to the register of the current classification. The employee would
then compete on the register when a vacancy occurs.
Will my job title change?
No.
Will this affect my seniority?
Those employees employed in the hospital and clinics as of May 22,
2000 will retain their seniority as if the hospital and clinics
had remained a part of the UIC campus.
If you accept a position in a different place of employment you
will begin to accumulate seniority for the newly accepted class.
Seniority earned at former place of employment will not transfer
unless the hire has been made according to civil service rule, Section
250.100.c Transfer to Another Place of Employment . An employer,
with the approval of the employee involved, may transfer a status
employee from one place of employment to a position of the same
class in another place of employment. This must occur within the
same institution or agency, provided there are no names on the re-employment
register for that class in the place of employment to which the
employee is being transferred. The employee is not required to serve
a second probationary period in the new place of employment.
Will this affect my service time?
No. Service time is accumulated, for status employees, at the start
of the hire regardless of pay status, until termination of employment.
Will I still be under Civil Service?
All current Civil Service employees remain Civil Service employees.
Will I still be covered by my union?
Yes.
Will this affect my benefits (time off, insurance, retirement,
etc.)?
As a University of Illinois employee, no changes will occur with
respect to benefits.
Will this affect payroll, paycheck distribution, or pay periods?
No.
