Health Policy Information

A wide variety of resources related to the formation of health policy can be found in the UIC Libraries. These resources can range from legislation and regulations to policy initiatives. The following guide outlines the steps and lists resources to consult in researching health policy.

Catalogs and Indexes


Start your research by consulting one of the following indexes.
1. UICCAT: UIC's online catalog.
Search by keyword, subject, title, author, etc. to find health related information. Consult: how to search UICCAT.

2. Congressional Information Service Index (CIS).
Location: Documents Reference, aisle R9
CISindexes/abstracts Congressional hearings, reports, and documents. Look up your subject in the index then use the abstract number (it will look like H641, S549, or J444 referring either to House, Senate, or Joint committee) to find an abstract and the call number in the abstract volume. The call number will begin with a Y (i.e., Y 4.J 89/2:). Use this number to locate the publication in the government documents collection.

Each year since 1984, a separate legislative histories volume has been published. These volumes, internally arranged by Public Law (P.L.) number, contain citations to all the hearings, reports, documents, presidential statements, and the Congressional Record for each law. Prior to 1984, shorter versions of these legislative histories can be found in the back of the abstract volume for each year.

3. Index to Health Information.
Location: Library of the Health Sciences, Reference
This index is a guide to statistical and Congressional publications on public health. It covers publications issued by federal and state governments, international organzations, associations, research organzations, and universities.

4. Medoc: Index to U.S. Government Publications in the Medical and Health Sciences.
Location: Library of the Health Sciences, Reference
Provides comprehensive coverage of U.S. government publications on environmental health, health care financing, hospital administration, and health policy.

For specific legislation, consult one of these resources.
5. CCH Congressional Index.
Location: Documents Reference, aisle R9
This index is divided into two volumes: Volume I, Senate and Volume II, House. Each volume has a section on members of Congress, bills, and status of bills. There is a subject index in the Senate volume.

Date of introduction, sponsor, and short abstract can all be found in the bills section. Use the status of bills section to identify the committee to which your bill was sent and the fate of your bill. Use this index in conjunction with the CIS Index to get the most complete information on your piece of legislation.

6. Cumulative Finding Aid to House and Senate Bills.
Location: Documents Reference Desk
House and Senate bills are available on microfiche in the Microforms Department. The Cumulative Index provides access to the microfiche bill collection. The index is organized by Congress (i.e., 101st, 102nd, etc.); by House or Senate; and then lists bills in numerical order.

Once your bill number is located in the index, the fiche can be located by the fiche number to the right of the bill number.

7. United States Statutes at Large.
Location: Documents Reference, aisle R9
The Statutes at Large are the laws of the US organized in chronological order. These can be accessed through such indexes as the CIS Index, the CCH Congressional Index, the US Code, or UICCAT.

There are two typical types of citations for US laws: First by Public Law (P.L.) number, for example P.L. 103-548; Second, by volume and page number in the Statutes , for example 102 stat. 386.

8. United States Code and US Code Service.
Location: Documents Reference, aisle R8
The US Code (USC) and Code Service (USCS) are a subject compilations of the laws of the United States. They are divided by title (for example, Title 18 of the USC/USCS covers crime and criminal offenses; Title 42 covers Public Health and Welfare) and section. It is important to remember that many laws cover more than one subject area. Therefore, a law that encompasses health and drugs may be split between more than one section or title. The USC is published by the Government Printing Office. The USCS is published by a private publisher and includes enhanced information such as historical notes and explanations.

Regulatory law at both the Federal and State levels are important resources in researching health policy formation.

9. Federal Register
Location: Documents Reference, aisle R9
The Federal Register began in 1936 for the purpose of informing the public about the rules and regulations under which they were to live. It is publised daily, except on holidays and weekends and has a bi-weekly index.

Proposed rules and regulations are published for public comment. Final rules and regulations are then published after the comment period. The comparison of proposed and final rules is often an important part of policy analysis. Citations to the Federal Register take the following form: volume # FR page # ( i.e., 38 FR 1349, volume 38 of the Federal Register page 1349).

10. Code of Federal Regulations (CFR).
Location: Documents Reference, aisle R9
The CFR is a subject compilation of final rules, regulations, and executive orders (Presidential Executive Orders are contained in Title 3). It is arranged by titles and sections based on broad subject areas such as the environment or labor. There is an annual index. The List of Sections Affected (LSA), also located in Documents Reference aisle R9, serves to fill the gap between the annual revisions of the CFR and newly finalized rules, regulations, and orders. These can be found in the Federal Register.

Legislative and Regulatory Information: Illinois


11. Laws of Illinois.
Location: Documents Reference, aisle R4
The Laws of Illinois is a compilation of laws in chronological order. They are arranged by General Assembly number and Public Act (P.A.) number.

12. Smith-Hurd Illinois Compiled Statutes Annotated.
Location: Documents Reference, aisle R4
Smith-Hurd compiles Illinois laws by subject. Each chapter covers a different subject in Illinois law. Use the General Index to locate laws on your topic.

13. Illinois General Assembly House and Senate Bills.
Location: Microforms Department
The Illinois House and Senate bills are arranged by General Assembly number and House or Senate bill number. The bill numbers can be found in the Smith-Hurd or Laws of Illinois resources.

14. Legislative Synopsis and Digest.
Location: Documents Reference, aisle R1
The Digest covers legislative activity in the General Assembly. It lists sponsors of bills, status of bills, and committees to which bills were remanded.

15. Illinois Register.
Location: Documents Reference, aisle R1
The Register is a weekly listing of proposed and final rules and regulations from the agencies of the state. There is an index at the end of each issue that cumulates weekly and a semi-annual index.

16. Illinois Administrative Code.
Location: Documents Reference, aisle R1
The Administrative Code is a subject compilation of final rules and regulations for the state, as well as executive orders from the Governor. It is arranged by title and section. The titles are based on broad subject areas.

Periodicals


17. Health Care Financing Review.
Location: Documents Periodicals, Shelved by Title
Contains articles related to health care, health care costs, and financing. Indexed by US Government Periodicals Index located in Documents Reference aisle R9 as well as other indexes in the Library of the Health Sciences.

18. Congressional Quarterly Weekly Report.
Location: Documents Reference, aisle R9
CQ covers the activities of Congress, including major issues and legislation before Congress and the nation. There is a quarterly index and it is also indexed by InfoTrac.

19. National Journal.
Location: Main Library, 2nd floor, Shelved by Title
NJ includes articles on major policy initiatives and events at the agency level. Indexed by various indexes including InfoTrac.

20. Illinois Issues.
Location: Documents Periodicals, Shelved by Title
This journal covers major events and policy initiatives in the state.

21. Intergovernmental Issues.
Location: Illinois Documents Collection, # ILL Y 4.In 61:13 vol/no
This newsletter covers state and federal government issues and major policy initiatives.

Special Reports and Publications


The following list includes publications and reports that may be of interest to individuals researching health policy issues. This is not a complete or comprehensive list. Consult a Documents staff member or UICCAT for more information. State of Illinois and Chicago publications are not in UICCAT. The Illinois Department of Public Health and the Chicago Department of Public Health have numerous publications related to health and health policy. Consult a Documents staff member for more information.

22. Health Security Act.

The text of the Clinton Administration's plan for health care reform.

23. Health Security: The President's Report to the American People.
Location: Documents Reference Desk
Describes the Health Security Act, existing health care programs and policies under reform. Forward by Hilary Rodham Clinton.

24. Health, United States.
Location: Documents Reference Desk
Report on the health status of the US submitted by the Secretary of Health and Human Services to the President. Presents detailed statistics on four major topics: health status, health care resources, utilization of resources, and expenditures. Latest at Documents Reference Desk; previous years in Documents stacks at HE 20.6223:yr.

25. Healthy People 2000: National Health Promotion and Disease Prevention Objectives.
Location: Documents Stacks, HE 20.2: D 63/8a
National strategy for improving the health of the nation by the year 2000.

26. Illinois Health Care Cost Containment Council Publications.
Location: These publications are found in the Illinois Documents Section at ILL Y 4.H:3/5:
The Council publishes various reports on health care policy in the state and nation. An example of an IHCCCC publication is the 1986 report on the Evolution of National Health Policy and the Illinois Health Care Delivery System.

27. The Road to Better Health for All of Illinois, 1990.
Location: Illinois Documents Section, ILL PH 33.2: R 62
From the Illinois Department of Public Health. Other IDPH publications can be found in the same section.

28. Health Care in Rural Illinois.
Location: Illinois Documents Section, ILL HE 79.1: 12 4/1
A look at the changing needs in rural health.

29. Illinois Department of Public Health: Human Services Plan.
Location: Illinois Documents Section, ILL PH 1.100:yr.
Describes activities, services, plans, and objectives for the department.
