Abstract
The Forest Preserve District of Cook County was created in 1914 with a mandate to “protect and preserve” the forests of Cook County. By 2004, the district had acquired more than 67,000 acres of forest lands. This collection contains the records of the district and other records that are relevant for the district’s history.

Scope and Contents

This series contains print photographs, negatives, glass negatives, and glass slides. These were taken by early advocates of the FPDCC, by its officials or employees, or on its behalf. This series also contains a small number of oversized photographic displays, illustrations, and artwork prepared by or for the FPDCC.

Boxes, folders, and items identified in this series are labeled to reflect the series [0] and the sub-series to which they belong. For example, Box 0-10-3 represents Box 3, of sub-series 10, of series 0.

Condition of Use

Some items, especially the glass lantern slides (sub-series 1), the glass negatives (sub-series 2), or some particularly old documents are very fragile, may require special care before viewing, and in some cases may not be available. Interested patrons should call ahead before visiting to make sure the item(s) they wish to see will be available.

For sub-series 1 (glass lantern slides), sub-series 2 (glass negatives), and sub-series 10 (non-glass slides), patrons should keep in mind that the Special Collections Department does not have a slide projector. However, it is possible a "light table," which makes it easier to view slides against a lighted backdrop, might be available. Interested patrons should call ahead before viewing the collection.

Scope and Contents note

This sub-series contains over 700 glass lantern slides, which are photographs developed onto glass plates that can then be projected onto a screen.

Boxes one (1) through four (4) (items #0-1-1-1 through 0-1-4-44) are the "Perkins slides." Dwight H. Perkins and other early advocates used these slides in the public lectures they gave to win support for the creation of a forest preserve district.

Sub-series 3: Skokie Lagoons Project #1, ca. 1930-ca. 1940   5.0 linear ft.

Scope and Contents note

The Skokie Lagoons project was a massive endeavor to develop the marsh areas around the Skokie River of northern Cook County, on FPDCC land. During the 1930s, the Civilian Conservation Corps (CCC), one of President Franklin D. Roosevelt’s New Deal programs, cooperated with the Forest Preserve District to employ thousands of young men to work on this project, which involved creating seven lagoons to re-beautify the landscape and alleviate seasonal flooding.

This sub-series contains over 2,000 negatives that the FPDCC organized by “group” numbers. The groups are numbered chronologically from 1 to 291, with group number 1 being the earliest (1933) and group number 291 being the latest, about 1937. Each group contains an average of about 8 negatives, which the FPDCC numbered as “items.” Twenty-two (22) negatives have no group or item number. A few negatives have duplicate group and item numbers, and some negatives are missing from the collection.

Of the over 2,000 negatives, about 1,400 were developed into print photographs. Some of these prints were placed into one of two scrapbooks the district kept to document the progress of the CCC companies that worked on the project. Some prints were placed into folders that the FPDCC organized by topic and, sometimes, by group and item number.

This finding aid provides the box numbers in which each negative can be found, the location of the prints organized into folders, and the location of the scrapbooks. The first five boxes contain the negatives. The next two boxes contain the folders. The final two boxes contain the scrapbooks. Each box is labeled by the series number (0), followed by sub-series number (3), followed by the box number.

The first five boxes (boxes 0-3-1 through 0-3-5) have no folders, but contain individually-labeled negatives organized by group number. The sixth and seventh boxes (0-3-6 and 0-3-7) contain the folders into which the FPDCC organized about 500 print photographs. The eighth, ninth, and tenth boxes (0-3-8, 0-3-9, and 0-3-10) contain the photographs and descriptions of the two scrapbooks.

This finding aid inventory is supplemented by a spreadsheet that describes most of the negatives and prints found in this sub-series. It notes the description or title the FPDCC assigned to each negative or print, and the date the photograph was taken, if known.

The spreadsheet also it notes where in the collection patrons may find the negative or the print. The negatives are stored in boxes and are organized by the group number and the item number the FPDCC assigned. The prints are found either in folders or in scrapbooks maintained by the FPDCC. The spreadsheet identifies each location.

In some cases, a negative may not have a corresponding print, or a print may not have a corresponding negative.

Scope and Contents note

The Skokie Lagoons project was a massive endeavor to develop the marsh areas around the Skokie River of northern Cook County, on FPDCC land. During the 1930s, the Civilian Conservation Corps (CCC), one of President Franklin D. Roosevelt’s New Deal programs, cooperated with the Forest Preserve District to employ thousands of young men to work on this project, which involved creating seven lagoons to re-beautify the landscape and alleviate seasonal flooding.

This sub-series contains negatives and photographs of various aspects of the Skokie Lagoons project.

Each box is labeled by the series number (0), followed by sub-series number (4), followed by the box number.

Sub-Series 5: Encoded Negatives and Prints, first grouping, 1920s-1970s   14.75 linear ft.

Scope and Contents note

This sub-series is the first of two sub-series of negatives and print photographs that the FPDCC marked with a series of codes. These codes included an alphabetical notation that describes the general class of what was photographed, followed by a numerical notation that described the photograph in more detail.

The FPDCC had as many as three (3) indexes that served as guides to what these codes meant. These indexes can be found in folder 0-5-1-4 and in folder 0-5-1-5, and they can also be found online, as a PDF document that forms part of the digital exhibit at the following URL:

Each index differs slightly from the others, and it is not clear which index matches up with which photographs. However, the alphabetical notations general observed the following format:

Boxes are listed in the following format: series number (0), sub-series number (5), box number. For example, the first box in the sub-series is Box 0-5-1.

Folders are listed in the followig format: series number (0), sub-series number (5), box number, and folder number. For example, the fifth folder is Folder 0-5-1-5.

Box 0-5-2 through 0-5-11 contain negatives and have no folders. Box 0-5-11 has negatives that are damaged by "vinegar syndrome" and may not be available for public consultation.

Sub-series 6: Encoded Negatives and Prints, second grouping ca. 1913- 1940s  (Bulk, 1929-1941)   6.5

Scope and contents

This sub-series is the second of two sub-series of negatives and print photographs that the FPDCC marked with a series of codes. These codes included an alphabetical notation that describes the general class of what was photographed, followed by a numerical notation that described the photograph in more detail.

The FPDCC had as many as three (3) indexes that served as guides to what these codes meant. These indexes can be found in folder 0-5-1-4 and in folder 0-5-1-5 (a part of sub-series 5), and they can also be found online, as a PDF document that forms part of the digital exhibit at the following URL:

Each index differs slightly from the others, and it is not clear which index matches up with which photographs. However, the alphabetical notations general observed the following format:

C: Planning, Design and Construction, Engineering and Landscape

CE: Conservation and Education

F: Forestry and Nursery Activities

H: Historical Markers

M: Maintenance

P/Per: Personnel or People

R: Recreation

S: Scenic Views

W: County Activities, outside of the F.P.D.C.C.

Boxes are listed in the following format: series number (0), sub-series number (6), box number. For example, the first box in the sub-series is Box 0-6-1.

Folders are listed in the followig format: series number (0), sub-series number (5), box number, and folder number. For example, the fifth folder is Folder 0-6-1-5.

Box 0-6-6 through 0-6-13 contain negatives and have no folders. Box 0-6-13 has negatives that are damaged by "vinegar syndrome" and may not be available for public consultation.

Other Finding Aid

This finding aid inventory is supplemented by a spreadsheet. This spreadsheet describes most of the negatives and prints found in the sub-series through the index letters and numbers used by the FPDCC. The spreadsheet also notes the descriptions that correspond to the index letters and numbers, when available.

The spreadsheet discloses in which boxes of the collection patrons may find the negatives and the prints. Each image is identified by an item number.

Sub-Series 7: Illinois and Michigan Canal Scrapbook, 1933-1935   0.5 Linear feet

Scope and contents

The Illinois and Michigan Canal links the Chicago River with the Illinois River. In the 1930s, the Civilian Conservation Corps, an organization that was part of President Franklin D. Roosevelt's New Deal program, did construction work to improve the canal. This sub-series consists of photographs from a small scrapbook taken to document the CCC work.

Sub-series 10: Slides [non glass], 1990s-2000s and mostly undated 

Scope and Contents

This sub-series contains slides taken by or on behalf of the Forest Preserve District of Cook County. It also includes a small number of print photographs, negatives, and written material.

Among the written material is a set of index cards. These index cards are organized by subject, such as a form of wildlife, and the cards assign a letter or number to each type of subject. On some of the slides in this sub-series, it appears that this code system was used to identify what was being photographed.

The slides in this sub-series have been organized, when possible, according to topic. In some cases, the original topic was easy to discern. For example, some containers of slides state specifically that they are part of a slide show, and some "slide shows" also come with corresponding written text or a descriptive list of the slides. In other cases, some boxes of slides were combined because they each dealt with a broad, obvious topic, like "Birds" or "Cicadas." In still other cases, the FPD had placed slides into a total of six large binder folders. Three of these folders had titles to indicate the folder contents, and three folders did not.

Finally, a large number of slides, about half the slides in the sub-series, had no discernable order. These have been placed into folders called "Miscellaneous." Some of these "miscellaneous" slides do have identifying information on the slide cover, but a majority of the slides have no identifying information.

Condition of Use

Patrons should keep in mind that the Special Collections Department does not have a slide projector. However, it is possible a "light table," which makes it easier to view slides against a lighted backdrop, might be available. Interested patrons should call ahead before viewing the collection.
