Electronic Journals
This past year of 2003 was an eventful year for the UIC Library in regards
to electronic journals. In the early part of the year we were faced with a
deficit in our materials budget if we could not find a solution to the increase
in the cost of print and electronic access to many of our journals. We were
ready to cancel all of the Elsevier Science print journal subscriptions and
start over with re-subscribing to only those that the faculty felt were the
most important for their research. The Provost was concerned about the Library's
materials budget and proposed a program to shelter the Library's budget from
the FY04 cuts in recognition of our central role in what he calls "the
shared commons." This provided us the avenue for negotiation and we were
able to sign an agreement that provided the University of Illinois one paper
copy of Elsevier titles plus electronic access to those titles. The one paper
copy will be held at either Chicago, Urbana-Champaign, or Springfield with
electronic access for all three campuses. As a result we were able to maintain
all of the electronic resources and electronic journals. All three campuses
agreed upon which Elsevier paper subscriptions they would maintain, so that
there was only one copy held among the three campuses.
All of our electronic journals are listed on the homepage at http://www.uic.edu/depts/lib/reference/resources/journals/ . In addition, all of the electronic journals are fully cataloged and appear
in UICCAT. You will notice that when you search UICCAT for a journal title
you may receive 3 entries for the same title. The first entry is for the paper
subscription; the second is for the electronic journal, which has a large "e" at
the right hand side of the entry; and the third, if we have it, the microform.
Please be aware that when you look at the paper subscription entry that you
may see a note that the subscription has been cancelled, but it may be available
electronically. Look at the next entry to see what the URL is for the electronic
counterpart.
The Library will, also, be placing labels on the shelves in the periodical
stacks of all of the libraries, indicating that the title you may have seen
in paper is now available only electronically.
We are excited about this new way of managing our journal subscriptions, eliminating
duplicate paper subscriptions among the three University of Illinois Libraries.
As our budget becomes tighter, we are always looking for ways to offer the
researchers the most available resources at the lowest possible cost.
