In 1922, Edmund Jarecki successfully campaigned for the powerful position of Cook County Judge against a candidate supported by the Republican political machine run by Mayor "Big Bill" Thompson. He held that position until his retirement at the age of 75 in 1954. The Edmund K. Jarecki Papers reflect both the personal and professional life of the former Judge of the Cook County Court. The majority of the collection consists of scrapbooks and newspaper clippings.

Biographical Sketch

Edmund K. Jarecki was born in 1879 in Posen, Poland. Five years later, his family immigrated to Chicago. Raised near Ashland and Milwaukee Avenues, Jarecki attended both public and private grammar schools before graduating from the Chicago Manual Training School in 1898. Jarecki received his Law Degree from Northwestern University and passed the Illinois bar exam in 1908. The future judge established a law firm in his boyhood neighborhood. While practicing law, Jarecki gained a strong support from first and second-generation Polish residents. In 1911, Jarecki was elected Chicago alderman. His career nearly ended when a car struck Jarecki outside city hall in 1912. Jarecki suffered a broken jaw from the incident. He found little excitement in city government and soon after, he ran for and was elected Judge of the Municipal Court in 1916. In 1922, Jarecki successfully campaigned for the powerful position of Cook County Judge against a candidate supported by the Republican political machine run by Mayor "Big Bill" Thompson. He held that position until his retirement at the age of 75 in 1954.

Jarecki came to power when voting scandals inundated Chicago politics. A "clean" candidate, the Democratic Party nominated Jarecki "because he appeared to be a man with a good record in lower office who could look honest while still condoning vote fraud." Jarecki also had to contend with downstate politicians who contended that the Cook County Judge controlled more than 50% of state voters and therefore controlled state elections as well. By the late 1920s, Jarecki began to use his power over elections to crack down on voter fraud. Throughout his tenure, he gave hundreds of people prison sentences for election fraud and voter irregularities. Jarecki lamented in an early 1930s speech, "I want to say that the administration of the election laws and the machinery incidental thereto, which comes under my supervision, is efficient, honest and fair only if the various political groups who conduct political campaigns have at their head, persons whose integrity, honesty and fairness is above reproach." By 1938, his crusade to clean up Chicago elections brought dissent from within his own party. The Kelly-Nash machine ran another Polish candidate against Jarecki in the April primary. Though Polish newspapers backed the Kelly-Nash candidate, Jarecki won the primary in a landslide. The Democratic machine would never challenge Jarecki again.

The duties of the Cook County Judge also included overseeing tax collection, resolving tax disputes, establishing park and sanitary districts, funding veterans' hospitals, and deciding criminal and civil court cases. During the Depression, Jarecki took a leading role in reducing and postponing taxes for homeowners and corporations in Cook County. In addition, he championed new establishments for orphans and veterans. During his 32-year tenure as Cook County Judge, Jarecki left a lasting impression on Chicago, Cook County, and state politics. On his 75th Birthday in 1954, he received hundreds of tribute letters from politicians, civic groups, business establishments, and voters. Jarecki had a wife, two daughters, and one son. He died from a sudden heart attack on October 15, 1966 at age 86.

Scope and Contents

The Edmund K. Jarecki Papers reflect both the personal and professional life of the former Judge of the Cook County Court. The majority of the collection consists of scrapbooks and newspaper clippings. However, the collection also contains numerous political artifacts, photographs, correspondence, court decisions, election reform measures, and materials relating to tax assessment in Cook County. The Jarecki Papers contain items in Polish and English. The bulk of the materials comprise the years 1922 to 1954.

The Edmund K. Jarecki Papers are divided into two series: 1.) Professional Records and 2.) Campaign and Personal Materials. The first series, Professional Records, is further divided into County Court Administrative Records, Court Cases and Legal Records, and finally, Elections and Court Responsibilities. This series documents Jarecki's career as Cook County Judge. The series Campaign and Personal Materials is divided into Political Artifacts and Photographs, Personal Files, and finally, Scrapbooks and Newspaper Clippings. This series reflects the nature of political campaigns, media coverage, and the personal interactions of politicians during the first half of the twentieth century.

Series contains all materials relating to the administrative and legal responsibilities of the Cook County Court from 1910 to 1955. This series includes court statistics, correspondence, tax assessment codebooks, criminal and civil court cases, election records, and speeches made by Jarecki. Series II: Campaign and Personal Materials 

Scope and Content:

This series reflects the personal and political side of Edmund Jarecki. Spanning from 1881 to 1980, this series shows Jarecki as an immigrant, student, alderman, judge, husband, father, and influential member of the Chicago and Cook County community. Materials in this section include political artifacts, photographs, personal correspondence, school reunion items, tribute letters, awards, and certificates. At the end of this series, scrapbooks and newspaper articles compose nearly 40 percent of the entire Jarecki collection. Series comprises 24.25 linear feet of textual and photographic materials (48.5 boxes).

Sub-series A: Political Artifacts and Photographs 

Scope and Content:

Sub-series illustrates the political nature of becoming judge of the county court. Holding elected office, the Democratic Jarecki necessarily campaigned for reelection every four years. This sub-series covers the years 1881 to 1968 and contains campaign buttons, badges, cartoons, photographs, personal gifts, and a filmstrip about each citizen's duty to vote on Election Day. Sub-series C: Scrapbooks and Newspaper Clippings 

Scope and Content:

Sub-series illustrates major events in Jarecki's personal life and the political atmosphere of Cook County and Chicago in the early twentieth century. Scrapbooks and Newspaper Clippings cover the years from 1900 to 1961 and contain items written in Polish and English. Scrapbooks listed below have been sorted by date; however, some of the scrapbooks are in need of further preservation. A note describing the condition of the materials is posted next to each scrapbook. "Very Poor Condition" and "Poor Condition" mean that newspaper clippings and photographs are not well preserved, poorly attached to pages, and, in most cases, not properly noted for their significance. The researcher will probably need assistance from a staff member to view these scrapbooks. "Reasonable Condition," "Fair Condition," and "Good Condition" pertain to scrapbooks and newspaper clippings that have been better preserved and can be more readily understood and interpreted for their significance. Sub-series comprises 17.5 linear feet of textual and photographic materials (35 boxes).
