Biographical History

Fred D. Hubbard was born in Chicago in 1929. A life-long resident of the South Side, he attended DuSable High School and the University of Chicago. Hubbard established the Independent People's Organization (I.P.O.) to defend the political rights of his fellow African-Americans and served as editor of its newsletter. Serving as an Alderman of Chicago's 2nd Ward during the late 1960s, Hubbard also ran unsuccessfully for the U.S. Congress in 1966.
