Since its creation in 1994 as a private family foundation and closing in 2008, Girl's Best Friend Foundation has provided over $8.3 million in grants in support of policies and programs that ensure girls' self determination, power, and well being. Core grants also include an additional 10 percent over and above the grant award to support the evaluation of the project. Since mid-2002, grants focused on metropolitan Chicago. Between 1995 and early 2002, grants were made throughout the state of Illinois.

Administrative History

Excerpted from FEARLESS LEADERS: How GBF Used Its Resources to Strengthen Organizations and Develop Young Women Leaders, August 2007

The mission of Girl's Best Friend Foundation (GBF) was to promote and protect the human rights of girls and young women by advancing and sustaining policies and programs that ensure their self-determination, power, and well-being.

GBF was a family foundation that provided grants and other resources to achieve four large goals: (1) promote strong girl leaders dedicated to feminist ideals and social justice; (2) encourage the development of effective youth worker allies; (3) strengthen organizations that engage and support girls as activists; (4) and to help build the field of girls'/youth activism. Gender-consciousness, inclusive safe space, risk-taking, respect, emphasis on strengths and potential, and evaluation for learning were all key values of the Foundation.

While GBF consistently strived to support programming for girls in some fashion, the foundation's approach developed over its 13 year history. As the foundation matured in its grant making practice, it: reaffirmed and focused on its original social change agenda for girls by funding girl-led organizing, action research, and advocacy, alongside direct programming for girls; focused more intentionally on building the programmatic and organizational capacity of a cohort of organizations working in these areas; moved to a more narrow geographical focus-confined to organizations in the Chicago area; continued and enhanced the ancillary support it offers grantees, including opportunities for training and networking; and, remained committed to the "sunset" model-spending out its entire asset base and closing its doors by the end of 2008.

What has this all added up to? In brief, since its inception in 1994, the foundation has given away $7.5 million primarily to about 40 organizations that have served a combined total of thousands of girls. More important than the scope of GBF's reach, however, is the depth of its commitment to a set of issues and individuals. It is this commitment-which alternately takes the form of advocate, partner, learner and leader-that accounts for the Foundation's significant impact. Focusing intently on a set of issues and individuals, modeling the change it was hoping to see, and offering grantees full support in all its forms, led to a high return on "investments." High engagement means high returns.

Chronology/Key Dates

In 1994, Cyndie McLachlan established a family trust and made her first grants throughout Illinois in 1995. The trust allowed the family to make contributions to it and from it, while the family made decisions about the future foundation. The board was very actively engaged in all grant making through 2000.

In 1996, the name of the foundation was officially made Girl's Best Friend Foundation. From its inception, the foundation included a majority of non-family board members to guide foundation activities. Cyndie's intention, with input from her children, was always that GBF would be short-term, not perpetual.

In 1997, GBF established Sisters Empowering Sisters (SES), a grant making entity and leadership development program in which girls become grant makers. SES members participate in activities and discussions about grant making, social justice, and sisterhood; evaluate grant applications, go on site visits, and make decisions about granting money to projects developed by girls for girls ages 8-18; and meet and share information with GBF board, staff, and other groups of young women in the Chicago area and across the country.

Also in 1997, Mapping a Path for Evaluation guide was written and distributed widely. The publication was revised and republished in 1998.

In 1999, Betsy Brill, founding executive director, left Girl's Best Friend Foundation

In June of 1999, Cyndie pledged to contribute $1 million per year to the Foundation for a ten year period, ending with fiscal year 2008.

In 2000, Karen Zeitlin was hired. That same year, Cyndie was diagnosed with cancer.

Evaluation training provided to all GBF grantees shifted to participatory evaluation research in 2000.

In 2001, the board and staff decide to reduce the number of board and committee meetings; reduce the number of committees to three: governance, grant making, and program; give the committees the authority to carry out their duties; and revamp the grant making process to be more of a partnership between staff and the newly formed board grant making committee.

In 2002, GBF released the results of a two-year, Foundation-initiated statewide research initiative, SPEAK for YOURSELF: What Girls Say about What Girls Need. The research, conducted by a small group of adult and girl researchers, led by Lynn M. Phillips, Ph.D., was developed to enhance the knowledge base and strategic focus of GBF's grant making efforts and to validate or challenge existing assumptions about girls.

In 2002, Alice Cottingham, a board member, was hired to run Girl's Best Friend Foundation.

As of 2002, grants focused on metropolitan Chicago and logic model is created to guide all foundation work through the closing.

In 2003, board and staff developed a five year plan to allow Girl's Best Friend Foundation to focus on building organizational and program capacity, and promoting sustainability among programs that support girls' self-determination, power, and well being in anticipation of the Foundation's planned close in fiscal year 2008.

2006 Sisters Empowering Sisters conducted a feasibility study and found a new home with Chicago Girls' Coalition in order to continue on beyond the Foundation's close.

2006 - As GBF began planned reductions in core grants, it reduced staff size. (goal was to balance grant cuts with operating cuts.)

2007 - GBF staff and board make final grants; close down foundation offices by liquidating all assets (furniture, books, and equipment) and conducting archives project.

2008 - GBF attorney and board dissolve corporation and legally close foundation

Scope and Contents

This collection documents the activities and administration of Girl's Best Friend Foundation (GBF). The material covers the period from the founding of GBF in 1994 through its closing in 2008.

The collection is divided into nine series:

(1) The History and Foundation Documents series contains documents on the origins of Girl's Best Friend, materials regarding founder Cyndie McLachlan, and items related to the foundation's closing.

(2) The Board series contains subseries for the board committees and meeting minutes, as well as general materials such as agendas, board information, manuals, retreat documents and training information.

(3) The Staff series includes materials about all staff and includes papers of the Executive Director.

(4) The Grants series contains subseries for declines, core grants, discretionary grants, sustainability bonus grants, capacity building grants, special opportunity grants, professional development grants, legacy grants, and other grants, including miscellaneous grant files. There is also a subseries for general grant materials.

(5) The Training and Evaluation series includes materials related to training sessions about how to conduct an evaluation of a project, as well as the actual evaluations themselves.

(6) The Public Relations series includes materials such as: e-newsletters, press releases, annual reports, website, the Speak for Yourself Report, and the evaluation guide.

(7) The Sisters Empowering Sisters (SES) series contains grants, project evaluations, and general documents about the program, which awarded grants to young women.

(8) The Collaborative Ventures series contains materials related to projects involving other organizations in grant making, evaluation or research.

(9) The Plaques and Awards series includes awards given to the foundation.

Material is generally arranged by Series, Subseries, Folder, then chronologically. The materials in this collection include: meeting minutes, correspondence, memoranda, reports, published material, newspaper clippings, statistics, incorporation papers and by-laws, audits, announcements, photographs, videotapes, a quilt, and an unpublished historical monograph.
