Biographical Sketch

Horace Russell was an attorney who was widely recognized as the legal architect of the modern savings and loan institution. Born in Puckett, Mississippi on November 7, 1889, Russell graduated from Mississippi College in 1912 with his A.B. degree and from Cumberland University with an LL. B. degree in 1916. He married Julia Meyers in 1916, and they went on to parent three children.

He developed his first interest in the burgeoning savings and loan business in 1924 when he helped organize Georgia's first savings association. As his reputation grew, he was appointed general counsel of the Federal Home Loan Bank Board in 1932. He set up a private law practice in Chicago in 1938, at which time he also began serving as general counsel for the United States Savings and Loan League (USS&LL). He held this position until 1959. Upon his retirement, he was named General Counsel Emeritus, a title he held until his death in 1973.
