The Midwest Committee for Military Counseling was formed by anti-war activist during the Vietnam War, and earned a reputation in Illinois and neighboring states for the comprehensive counseling services they offered to new draftees and for their representation of draft resisters in federal court. Much of the collection consists of memoranda, administrative records and correspondence with allied organizations. The papers also contain court proceedings and statistics, newspaper clippings, anti-war booklets, anti-war newsletters, counselor notebooks, and personal letters from servicemen, women, and parents.

Administrative History

Resistance to the draft invited much contentious debate during the Vietnam War. In 1971 alone, over 89,000 draftees refused to serve in the United States military and more than 50,000 had deserted to Canada.

At the height of the war in 1968, anti-war advocates founded the Central Committee for Conscientious Objectors (CCCO) in San Francisco. The CCCO established a regional office in Chicago that became known as the Midwest Committee for Draft Counseling (MCDC). The MCDC earned a reputation in Illinois and neighboring states for the comprehensive counseling services they offered to new draftees and for their representation of draft resisters in federal court.

For draftees, one of the few paths to avoid military service and at the same time receive an honorable discharge was to apply for status as a conscientious objector. This status conferred the privilege of working in non-combat related civil service positions in lieu of military service. The MCDC raised thousands of dollars to represent conscientious objectors in court, especially after the well-publicized case of Steven Louis Bezich, who received a three-year prison sentence in 1970 for draft evasion. This case highlighted the many obstacles that draftees confronted when attempting to prove their moral opposition to war. One mother, who donated $50 to MCDC wrote, "I have met Steve [Bezich] and liked him so much, he was a great help to us, when my own son, Bob, was at trial. I pray for all these boys and am so grateful for [your] support and help." Part of the MCDC's campaign against the imprisonment of draft resisters was organizing a workshop for the purpose of writing letters to these resisters.

After the United States withdrew from Vietnam 1975, the MCDC and CCCO staff redefined their organizing goals for peacetime. The MCDC was renamed the Midwest Committee for Military Counseling (MCMC) and obtained status as a not-for-profit organization. The MCMC lobbied for universal amnesty for draft resisters and organized seminars to instruct teenagers about the Selective Service. Due to the MCMC's reduced visibility in peacetime, its finances suffered a marked decline and the association nearly went bankrupt by 1980. But fears of another military draft during the next few years revivified the organization and fueled its lobbying efforts against Reagan administration's military build-up.

Scope and Contents

The Midwest Committee for Military Counseling papers cover the organization's anti-war activism and anti-draft counseling during and after the war in Vietnam. Much of the collection consists of memoranda, administrative records and correspondence with allied organizations. The papers also contain court proceedings and statistics, newspaper clippings, anti-war booklets, anti-war newsletters, counselor notebooks, and personal letters from servicemen, women, and parents. The collection spans from 1951 to 1985, the bulk of the materials balls between the years 1971-1976.

The Midwest Committee for Military Counseling papers are divided into two series. The first, Counseling Services and Administrative Records, illustrates the legal and personal dimensions of the MCMC's counseling services and other projects. The second series, Published Records, is divided into two sub-series: Government Documents and Newspaper Clippings, and Anti-Draft and Anti-War Materials and Newsletters. These sub-series show detail the efforts by antiwar activists and draft counselors to use the Freedom of Information Act to defend resisters and end the national draft.
