MINUTES

• Executive Committee Minutes, 05/4/05

Executive Committee Meeting Minutes
May 4, 2005
9:00 AM--11:00 AM
Daley Library 1-294

Present:   Mary Case (chair), John Cullars (secretary), Joan Fiscella, Helen Georgas, Ann Weller, Steve Wiberley, Lisa Zhao.

I.    Finalize agenda

Fiscella asked to report revised language for a P & T document under New Business. Weller reported that the UIC Senate had passed the document on multi-year contracts for non-tenure track faculty at its April 28 meeting, though variations in language among the three U of I campuses will have be reconciled, delaying implementation of new policies.

II. Approval of Minutes of April 4, 2005 Meeting

The Minutes were approved as amended.

III. Old Business

A.    Revision of Procedures for Clinical Faculty document: At the March 30, 2005 faculty meeting, the faculty voted in principle to accept the revision of this document. Fiscella reported that the following language will be inserted into the document: "Only faculty at a rank equal to or above the rank of the faculty member being evaluated may serve on the evaluation committee." Fiscella circulated this proposed language by e-mail to the faculty and received 12 positive and no negative responses. EC endorsed this revision.

B.   Annual Review of the University Librarian: Cullars reported that 25 questionnaires were returned from faculty and academic professionals. EC members except for Case will evaluate these documents and prepare a written report for Provost Tanner prior to his meeting with EC to discuss the report at its previously scheduled meeting of June 8. He will meet with the committee at 8:30 AM in B-466, after which EC will go to Case's office for the rest of the meeting. The Provost will schedule a meeting with Case to discuss the annual review of the University Librarian. Cullars will destroy the questionnaires.

C. Criteria for clinical vs. tenure-track appointments: The working group of Georgas, Weller, Wiberley, and Zhao circulated a revised draft of Faculty tenure-track, clinical track and academic professional guidelines, which incorporated changes suggested by EC at the April meeting. Proposed principles listed under each type of appointment included the following: (1) how best to deal with teaching, for which librarianship is substituted in the norms, but which is a major part of the librarianship of numerous library faculty. The faculty may want to consider teaching to be the responsibility of a broader group of library faculty than primarily Reference and Information Services librarians.   (2) Independent judgment and creativity in the application of principles within position responsibilities are expected of all three types of appointments. Independent and creative practice was considered to include working by oneself and applying educated judgment to tasks that required more than a routine response. It was further pointed out that seemingly routine activities such as scheduling classes in reality draws on the expertise of the scheduling librarian in clarifying instructional goals and articulating curriculum to non-library faculty. (3) Varying kinds of research and publication are required of both tenure-track and clinical faculty, and an appropriate amount of time should be protected to pursue these activities. Both types of faculty are required to participate in service to the profession. (4) Academic professionals are required to participate in professional development to stay abreast of advances in their fields and are encouraged to publish occasionally in their   area of specialization. Reports rather than research publications are sufficient. The working group will make further revisions and circulate the draft by e-mail. EC will also approach Victoria Pifalo as to whether the P & T Committee should have input in the document before it goes to the full faculty for approval.

D. Scholarly Communications Committee: EC members Cullars, Weller, and Wiberley are also members of this group and reported on what steps have been taken since Case established the committee. Chair Deborah Blecic called the first meeting on April 18. Lisa Wallace has put up a website and one listserv for both the committee and another for public use. A press release, Provost Tanner's letter to the campus, and instructions from NIH have been posted. The next meeting is scheduled for June 13, at which the expansion of the website to include Biomed central and PLOS, among other topics, will be considered. EC commended Blecic and Wallis for their prompt and excellent work.

E. Mentoring follow-up:   based on input given at the March 30 faculty meeting and the April 4 EC, Cullars revised the mentoring guidelines and circulated them to the Mentoring Task Force. EC suggested a few editorial changes, which Cullars will make. The document will be sent to the faculty as an information item since it was approved in principle at the March faculty meeting. Case will be setting up a task force to oversee the implementation and eventual evaluation of the mentoring program. She dismissed the task force with her thanks. Members of the original task force will have the option of volunteering to join the new mentoring implementation task force. At the same time, it was pointed out that we do not wish to overburden tenure-track faculty with service activities. Case recommends that the new task force may want to wait until after the workshops to be offered by Kathryn Deiss before posting material to the website.

F.   Faculty research leave consistency across departments: EC is looking at the 1992 LHS document, "Creating a Climate for Achievement," which it will revise and update starting in July. It will serve as a guide for department heads for granting research leave in a fair and equitable manner across departments. EC is considering the amount of release time that should be guaranteed and the time frame in which it would fall. If longer release time is needed, that may be negotiated as professional leave with the faculty member's department head and the UL. While EC views the official legitimation of research leave as necessary, it also cautions that faculty be aware that the time allotted during conventional work hours cannot be sufficient to build a research and publication record that is strong enough to lead to tenure in and of itself:  it is equally necessary to allocate substantial time and effort outside conventional work hours. EC will continue this discussion at its June meeting.

IV. New Business

A. Set dates for July EC and summer faculty meeting; Case will have Jessica Canlas check EC members calendars to determine an appropriate date for the July faculty meeting, possibly on July 7, if there are no conflicts, and seek a time and place for a faculty meeting late in July.

V. University Librarian's Report: Case reported that the library may receive additional ICR money next year, though some of this could go to required givebacks from each unit for unavoidable maintenance costs unless the library is sheltered from such a giveback. While some of the ICR money will most likely be earmarked for collections,

some may be available for other purposes.

Case adjourned the meeting at 11:41 AM.

Respectfully submitted by

John M. Cullars
Faculty Secretary
