Retirements
• Professor Julie Hurd, Science Librarian, is retiring after 15 years of service to the University Library, effective Aug. 31, 2005.
Gladys Odegaard, Assistant Science Librarian and Associate Professor, is retiring after 40 years of UIC service, effective July 31, 2005. Join her colleagues and friends in a fond farewell on Thursday, July 28, 2005, from 3:30-5:30 p.m. in the Dean's Room, BSB.

New Appointments
• Starting Sept. 1, 2005, Deb Blecic, Bibliographer for the Life and Health Sciences, will assume additional duties as Acting Head of the Science Library.
Sara Blaszczak, Electronic Resources Librarian and Clinical Assistant Professor, Collections Development, effective Aug. 16, 2005.

Faculty Honors
Deb Blecic
, Bibliographer for the Life and Health Sciences, and Jo Dorsch, Health Sciences Librarian (Peoria), will be honored at the 2005 UIC Annual Faculty Awards Dinner in October for having merited distinguished external awards with their outstanding accomplishments:
Deb Blecic is the recipient of the 2005 Louise Darling Medal for Distinguished Achievement in Collection Development in the Health Sciences, the highest national award in health sciences collections development, given by the Medical Library Association.
Jo Dorsch is the recipient of the 2005 Lucretia W. McClure Excellence in Education Award. The McClure Award is the MLA's most prestigious award, given to only one recipient each year.

ANNOUNCEMENTS

No Hot Water at Daley
From Wednesday, Aug. 3, to Wednesday, Aug. 10, the Daley Library will be one of 26 campus buildings affected by a UIC Utility Department shutdown of the High Temperature Hot Water system for the East Campus. Water WILL be available at Daley during this period, but NOT heated water. This service interruption will allow for installation of new High Temperature Hot Water piping for the East Campus Recreation building and to perform required maintenance.

Steering Committee

Minutes of the Meeting: June 1, 2005

Present: M. Berta, A. Bloss, J. Lambrecht (convener), J. Canlas (recorder), M. Case, B. Daugherty, J. Dorsch, A. Ford, E. Guss, J. Hurd, S. Jacobson, W. Jones, F. Logan, R. Malinowsky, L. Naru, E. Schellhause, C. Scherrer, J. Schuitema, E. Starkman, A. Weller.

Meeting called to order at 9 a.m. by Lambrecht.

  • Minutes for 5/11/05 approved with minor corrections by M. Case.
  • Welcome and introductions to Schuitema.
  • Support Staff Series Revisions

Introduction: Ford reported on reclassifications, mandated by the State, to occur within library civil service staff series and described in detail in a draft distributed by Ford. Replacing current six-title system is series of five titles: library clerk, library assistant, library specialist, library senior specialist and library operations associate. Additionally, new employees entering series in any rank other than library clerk not subject to formal examination. Classification for such new staff (other than library clerk) based on system of points awarded according to credentials in education and experience. With assistance of department heads, Personnel to reclassify existing library series support staff according to new system by a target date of Oct. 1. Staff not yet alerted to the upcoming changes.

Discussion: In answer to salary questions, Ford responded reclassification may result in increases for some employees, but no staff subject to salary reduction as result of process. Case counseled department heads that they may notify support staff of changes.

Advice: Case stressed importance of fairness in reclassification and advised Committee not to use the current budget situation to address personnel issues. Lambrecht added that length of tenure is not grounds for promotion. Ford recommended department heads keep draft confidential and await final version before sharing document with staff.

  • Budget Update

Summary: Case reported current projections appear on target. Overages in personnel balanced by underspending in operations. Impact of potential salary increases resulting from library series reclassification unknown. State provisions appear to show flat budget for higher education. In 2006, Library to receive additional funds from ICR monies being redistributed among colleges by the Provost in support of research infrastructure. Amount will not equal sum of Library expenditures, however, but may increase if number of campus grants increase; but NIH budget also flattening. Library’s potential contribution to campus unavoidables may lessen amount of state allocation.

Conclusion: Current operations extend beyond allocation; situation likely to continue with no sign of improvement in state budget. Library must determine solution in near future, taking into account salary maintenance and upcoming retirement payouts. Serious reexamination of workflows and potential reallocations must be considered in strategic planning. Development initiatives a priority, but any income still incremental.

  • Library Identity

Introduction: Lambrecht distributed document prepared by Canlas, referencing new campus identity scheme being implemented by Marketing Communications. Committee discussion to examine proposed logo and comment on potential change to Library name.

Discussion: Case briefly explained document and history of discussions with Marketing Communications, who proposed name change of entire system to include “Daley.” Provost and Penny Hunt not interested in using Daley name, but Provost posited idea plural Library name. Malinowsky noted that current singular name simplifies licensing issues. Committee discussed particulars of logo configurations in document and potential applications.

Conclusion: Current name remains. Case will continue to work with Marketing Communications to produce appropriate logos for all sites.

5) Additional Updates

Support Staff Attendance at ALA: Committee asked to forward exhibit passes and names of any additional approved staff to Canlas.

Systems Members of Councils: Lambrecht advised Committee to expect more liaison appointments to subgroups as Councils and/or Committee approve maintenance or creation of such entities. Current assignments: Ling Wang, Access Services; Wendall Sullivan, Collections and Technical Services; Francis Kayiwa, Public Services. Lambrecht urged councils to finalize subgroups and appropriate Systems liaison assignments.

  • Quartery Report: Public Services Council

Dorsch noted that PSC looking to develop two subgroups to work on information commons and marketing. QuestionPoint software changing after merge with 24x7, but likely that Library will stay with current–and least costly–software. Library participated in “Ask Us Illinois” pilot, resulting in state library-appointed advisory committee on virtual reference, which included Sandy De Groote. In draft, committee recommended state-wide virtual reference consortium, but no final details yet on recommendation or UIC’s participation in consortium. QP Team testing “Building Block” in Blackboard, linking to Ask-A-Librarian within Blakboard. Committee discussed potential implications of QP merge with 24x7, including markedly increased cost. Steering Committee awaiting future report on advisory committee recommendations.

6) TV2010 Report

Scherrer reported final TV2010 document nearly done. Few members of TV2010 to meet with Case to discuss report. Final version to be discussed with staff in two public meetings. Lambrecht advised that Steering Committee now responsible for translating strategic thinking document into strategic planning. Case noted TV2010 dissolution to occur upon completion of document.

  • Final Announcement: Lambrecht brought Committee’s attention to new monthly meeting schedule and venue change to Student Center West for July assembly.

Interim Director of Library Systems
2 Year Appointment

The University of Illinois at Chicago Library seeks an innovative professional to serve as Interim Director of Library Systems.  Under the general direction of the Associate University Librarian, the Interim Director of Library Systems plans, coordinates and supports the design, implementation, daily operations and maintenance of automated services and resources, systems and network technology in all sites of the University Library of the University of Illinois at Chicago.

Specific responsibilities include:

  • Manages and provides information and computing services for library patrons and staff.  Provides for user training and user consulting for groups and individuals. Maintains current awareness of relevant developments and informs library administration and staff as appropriate.
  • Supervises seven full-time and part-time staff, including position description preparation, hiring, training, goals and objectives and annual evaluations. Provides ongoing advice, direction and guidance for development of Library Systems employees.
  • Manages library hardware and software, including network-related resources, servers and stand-alone information technologies.
  • Implements and supports library-related applications, including online reserves, proxy software, reference linking and meta-searching tools.  Stays on top of emerging technology developments of interest to the Library.  Recent examples include LOCKSS, Institutional Repository software, Digital Object Management systems, Open Archives initiative.
  • Represents the Library to the Academic Computer and Communications Center and other campus units regarding automated library services, to the library's various technology vendors, and with the ILCSO Office (statewide consortium) and CIC (regional consortium).
  • As a department head, participates in planning, designing, developing, implementing, coordinating and evaluating library services.

Minimum Qualifications:  Master's degree in Library Science from an ALA accredited library school program; knowledge of and experience with library technologies and emerging library technologies; demonstrated ability and experience in conducting or managing user training and user consulting for groups and individuals; demonstrated understanding of networking and data communications technology; demonstrated in depth knowledge of library standards, processes and procedures; excellent interpersonal, written and oral communication skills, including the ability to communicate regarding technical issues with non-technically trained persons, and to document problems for communication to our vendors; must be able to work weekends and evenings to meet critical deadlines and to resolve problems.  Managerial skills and supervisory and project management in a library setting strongly preferred.

Salary/Rank/Contract: Salary commensurate with experience; professional academic staff appointments in the UIC Library begin at $40,000; twelve month appointment with 24 days vacation; 12 days annual sick leave with additional disability benefits; 11 paid holidays; medical insurance (contribution based on annual salary; coverage for dependents may be purchased); two dental plans available; life insurance paid for by the State; participation in one of the State Universities Retirement System compulsory (8% of salary is withheld and is tax exempt until withdrawal); no Social Security coverage but Medicare payment is withheld; physical examination at University Health Service is required upon appointment.
