Holiday Pay For Week of Dec. 24, 2004 - Dec. 31, 2004

Rule 9.01 -Eligibility for Holiday Pay would not apply for those on Family Medical Leave(FML). FML is the exception to this rule:

Rule 9.01 - Eligibility for Holiday Pay
To be eligible for holiday pay, an employee (a) must have a trainee, apprentice, provisional, learner, or status appointment and (b) must have worked as scheduled on his or her last scheduled workday before and the first scheduled workday after a University-observed holiday. An employee is eligible to receive holiday pay if the employing unit approves vacation, sick leave, or time off without pay for these required days.

You must be in pay status the day before and the day after the holiday in order to receive holiday pay. Accrual of Benefits:

If you selected unpaid leave for Tuesday, Dec. 28, 2004 and Wednesday, Dec. 29, 2004, you will not accrue vacation and sick leave benefits on the unpaid time.

Employees taking classes next semester should fill out a modified class schedule for review by Library Administration and Personnel.

Appointment
Lynn C. Hattendorf Westney, Assistant Reference Librarian, has been appointed to the 2005 American Association of History and Computing (AAHC) Prize Committee which is charged with selecting the best article published during 2004 in the Journal of the Association for History and Computing (JAHC). Westney serves on the editorial board of this peer-reviewed e-journal. She has edited a column for JAHC, "E-Journals--Inside and Out," since 1999. ACRL Offers More Than $55,000 in Scholarships to 12th National Conference
The Association of College and Research Libraries (ACRL) is offering 95 scholarships worth more than $55,000 for its 12th National Conference, "Currents and Convergence: Navigating the Rivers of Change," to be held in Minneapolis, Minn., Apr. 7-10, 2005. There are five scholarship categories. The deadline to apply for all scholarships is Jan. 3, 2005.

--Librarian Scholarship
The purpose of the Librarian Scholarship is to provide opportunities for librarians with five or fewer years of post-MLS experience to update their skills and knowledge by participating in an ACRL professional development experience. In awarding the scholarships, particular attention will be given to librarians from diverse backgrounds and those employed at institutions serving professionally underrepresented racial and ethnic groups.

The application deadline is Jan. 3, 2005. The goals of this scholarship are:
-Increase participation of entry-level and minority librarians in ACRL professional development activities.
-Increase ACRL's efforts toward being a more inclusive organization.
-Enhance librarians' ability to provide excellent services to constituent groups.
-Provide members with an active, positive interaction with ACRL that will strengthen membership retention.
Fifty-five scholarships of complimentary conference registration (a $325 value) plus a $250 travel stipend are available (total scholarship value $575). Recipients for scholarship awards must be ACRL members with five or fewer years of post-MLS experience who are currently employed in a library.

--Library School Student Scholarship
This scholarship provides opportunities for library school students to participate in an ACRL professional development experience and to learn more about current issues and developments in academic and research libraries. In awarding the scholarships, special attention will be given to students from diverse backgrounds.

The application deadline is Jan. 3, 2005. The goals of this scholarship are:
-Increase participation of library school students in ACRL professional development activities.
-Increase ACRL's efforts toward being a more inclusive organization.
-Provide students with an active, positive interaction with ACRL that will assist them in building a network of colleagues Fifteen scholarships consisting of complimentary conference registration (a $95 value) plus a $600 travel stipend are available (total scholarship value $695). Recipients must be enrolled full-time at an ALA-accredited institution and recommended by their library school dean or director. Preference will be given to students who are current members of ALA and ACRL and to students whose graduate programs provide matching financial support for their attendance.

--Preconference Scholarship Application
This scholarship is funded by the Friends of ACRL to provide opportunities for ACRL members to participate in a preconference of the ACRL 12th National Conference.

The application deadline is Jan. 3, 2005. The goals of this scholarship are:
-Increase participation in ACRL preconferences.
-Enhance librarians' ability to provide excellent services to constituent groups.
-Provide members with an active, positive interaction with ACRL that will strengthen membership retention.
Ten awards of $500 each minus preconference registration fees (to be deducted by ACRL before funds are distributed to recipients) are available. Recipients for preconference scholarship awards must be ACRL members.

---E.J. Josey Spectrum Scholar Travel Grants
This scholarship provides opportunities for ACRL E.J. Josey Spectrum
Scholars to participate in an ACRL professional development activity and provides an opportunity to build and foster stronger relationships between Spectrum Scholars and their existing or potential mentors.

The application deadline is January 3, 2005. The goals of this scholarship are:
-Provide Spectrum Scholars with ACRL professional development activities.
-Provide these Spectrum Scholars with a quality learning experience outside of their traditional educational setting.
-Assist these Spectrum Scholars in building a network of colleagues.
-Give Spectrum Scholars the opportunity to build new, and strengthen existing, relationships with potential or existing mentors.
Five awards consisting of complimentary conference registration (a $95 value) plus a $600 travel stipend are available (total scholarship value $695). Recipients are limited to Spectrum Scholars that are enrolled full-time at an ALA-accredited institution and recommended by their library school dean or director as evidenced by a brief statement of support.

--Support Staff Scholarships
The purpose of this scholarship is to provide opportunities for support staff who work in academic and research libraries to participate in an ACRL professional development experience.

The application deadline is Jan. 3, 2005. The goals of this scholarship are:
-Reach out to support staff working in academic and research libraries.
-Attract interest and participation in ACRL and ACRL professional development programs.

Five awards consisting of complimentary conference registration (a value of $325) and a travel stipend of $250 are available (total scholarship value $575). An additional five awards consisting of complimentary conference registration only (a value of $325) also are available. Note: a letter signed by the dean or director of the support staff applicant's library authorizing their attendance at the conference is required.

SPOTLIGHT ON: University of Manitoba
The University of Manitoba honored war veterans on Canadian Remembrance Day with the unveiling of "Lest We Forget," an immense Web-based exploration of the Canadian wartime experience. The online documentary connects users to more than 10,000 scans of archived materials, including both textual sources and photographs, related to Canada during times of conflict. Archives & Special Collections worked for nearly two years on the development of this collection that will serve as a rich resource for scholars and the general public alike.

I. Approval of Minutes of Oct. 20, 2004 Meeting

The Minutes were approved as amended. Weller made and Fiscella seconded the motion to approve them.

II. Old Business
A. Meeting with Chair of Appointments Committee: EC is continuing the practice instituted last year of meeting with chairs of faculty committees as a part of its oversight function. EC met with H. Robert Malinowsky, chair of the Appointments Committee. Malinowsky reported that the committee is getting mixed messages from those interviewed. Last year, Appointments was led to believe that it was giving too much information about the P & T process. Now feedback from some candidates indicates that it is giving too little attention on the P & T process. Candidates receive the pertinent P & T documents before coming to interview. Only 25% have asked questions recently, the other 75% indicating that they need no further clarification at this time. It was suggested that a way to strike a happy medium between too much and too little information at Appointments interviews would be to discuss the advantages of librarians being faculty and to stress the UIC library faculty’s track record in publications in our professional literature: College and Research Libraries and the Journal of the Medical Library Association cite UIC librarians in almost every issue. It is also the fact that librarians need to do research to understand new trends in librarianship. Problems in retention arise from more than the pressures of publication expectations—the loss of so many positions puts extra committee and frequently clerical burdens on faculty; there may be no possibility for advancement in some departments; and junior librarians may find higher salaries elsewhere. We also need to be certain that our job descriptions are the best possible, indicating visionary aspects and the opportunity for dynamic growth at UIC. Zhao brought up a mistake on the Appointments Committee website. The Web site indicates that the Committee both interviews candidates appointed at the rank of Associate or Full Professor and evaluates their credentials to be appointed as faculty above the rank of Assistant Professor. This is inaccurate; the P & T Committee evaluates the credentials of those appointed with such ranks, not the Appointments Committee. EC will look into having this error corrected. Malinowsky was thanked for his participation and, at the December meeting, EC will talk to Krystal Lewis, chair of Nominations and Elections.


B. Mentoring Task Force: Cullars volunteered and was asked to chair a mentoring task force; Weller also agreed to be a member. Krystal Lewis and Ellen Schellhause were recommended as other members. (Both were subsequently invited and agreed to serve.). Case sees this task force as having a short timeline. The task force is asked to review the University’s mentoring program, examine the current library liaison practices and their relationship to mentoring, talk to junior faculty about their needs, and make recommendations on what steps the Library can take to better support junior faculty. Cullars and Weller will give a progress report at the Dec. 1, 2004 EC and will offer at least a draft of a report at the faculty meeting two weeks later. Case had already brought up the subject of mentoring, but it has been given greater urgency by concerns expressed by junior faculty at the October P & T workshops.

C. Revision of faculty documents: Fiscella had peviously circulated drafts of proposed language for revision of the “UIC Library’s Procedures for Clinical Faculty” and two competing versions of proposed language for a revision of the “UIC Library’s Criteria and Procedures for Appointments, Promotion, Tenure and Non-Retention.” The proposed revisions address the issue of the P & T review of clinical faculty at the rank of Associate or Full Professor, as well as promotions of clinical professors. In the “Procedures for Clinical Faculty” document, the following additions or emendations were made (with additions being shown in italics): (1) “An initial review will occur in the third year of a faculty appointment for all ranks.” (This addition was made to make the initial review of clinical faculty appointed at the rank of Associate or Full Professor come in the same period (3 years) as the review of those appointed as Clinical Assistant Professors, with subsequent reviews for all ranks at 5 year intervals.) (2) “Faculty members serving on the evaluation committees will be at the same rank or higher as the faculty member being evaluated.” (This provision also reflects the Committee’s practice with the review of tenure-track faculty.) (3) “The Promotion and Tenure Committee, or in the case of clinical faculty with Professor rank, a committee of Professors, will review the report of the Librarianship Evaluation Committee…” (This provision also establishes consistency in the treatment of tenure-track and clinical faculty.)

The Committee preferred one of the two drafts of the second document, which was more explicit on the functions of the Committee. This draft added the following language to the text of the draft it did endorse: (1) “The committee is responsible for reviewing all faculty below the rank of Professor. The responsibility includes reviewing for appointments at the rank of Associate Professor and/or with tenure, for probationary and periodic reviews, and reviews for tenure and promotion to Associate Professor…A committee of Professors is responsible for reviewing all faculty for appointment with the rank of Professor, or promotion to Professor.” The following sentence was deleted: “The Promotion and tenure Committee also reviews the credentials of all candidates for appointments with tenure.” Its content is found in this addition to the document: “In addition the Promotion and Tenure Committee will review the credentials of all candidates for appointments with tenure and/or the rank of Associate Professor. A committee of Professors will review the credentials of candidates for appointments at the rank of Professor.” The Committee endorsed the new language, and Fiscella will revise these drafts so that they can be voted on at the next meeting. Fiscella will also send the new drafts to P & T chair Pifalo for review and then on to the full faculty for a vote. Case pointed out that Q contracts are usually for 3 years and should thus have a P & T review in the third year as well.

D. Confirm 2005 EC meetings: Case reported that Jessica Canlas will schedule these meetings after dates for Steering Committee meetings have been set. [On Nov. 15, 2005 the dates were confirmed as Jan. 12,
2005, Feb. 2, 2005, Mar. 2, 2005, Apr. 6, 2005, May 4, 2005, and June 8, 2005.]

III. New Business
A. Retention of untenured faculty: Fiscella pointed out that faculty become vested in the SURS system during the fifth year of employment. Since this happens to coincide with the P & T 5Y review, it is often assumed that resignations at that time are mainly due to P & T pressures, whereas the reason may be more financial—one may resign then with far less financial sacrifice.

B. Faculty-only meeting to discuss faculty issues: John Shuler recently pointed out that we have no forum for faculty to discuss faculty issues. Library faculty meetings are also attended by Residents, Academic Professionals, and Professional Associates. Some members of the committee felt that the presence of large numbers of non-faculty might discourage the discussion of purely faculty issues as well as lead to a straying of discussions beyond faculty issues. Both management and governance issues are covered. If the former were restricted to the Steering Committee, that would be one less opportunity for the UL to speak directly to a larger group in the library. Such administrative matters are also discussed at All Staff meetings, which could be scheduled more frequently, if need be. Cullars was concerned that excluding non-faculty groups that have attended faculty meetings for over 20 years could negatively impact morale and the library’s sense of cohesiveness. He suggested calling special faculty-only meetings when the need arose, as when the library faculty had meetings to discuss clinical librarian appointments some years ago. Case will discuss the issue with the Steering Committee.

C. EC or P & T ownership of webpage for faculty research: At the previous meeting, Case had suggested the creation of a separate webpage for faculty issues broader than the charge of any one committee. Cullars, Pifalo, and Weller will be meeting on Nov. 16, 2004 to discuss the committee ownership of various faculty documents that would go onto such a webpage. This is important so that the proper updating and
Maintenance of the documents will be performed.

IV. University Librarian’s Report
Case reported that Provost Tanner is supportive of the NIH initiative to require researchers funded by their agency to publish in an open source vehicle; CIC is also supportive of this endeavor. Case pointed out that many publishers will oppose the initiative and that there is apt to be some faculty opposition at UIC as well. The issue is worth raising in the UIC Faculty Senate, most likely through the Senate Executive Committee, on which Weller serves. Case distributed a draft from the Provost’s Office on the evaluation of the performance of deans and requested EC comments within the next two weeks. It was suggested that Case might examine the questions used for the library dean’s five-year reviews, which are kept on file in the Archives. At a recent Dean’s Council meeting, the Chancellor reported on the Illinois Board of Higher Education’s (IBHE) outlook on the FY06 state budget. Rises in Medicare and SURS payments will likely offset any potential gains from the improving state economy. Capital projects will probably receive little attention from the legislature in its upcoming session this month. The next U of I President B. Joseph White will be Visiting Chancellor Manning at UIC on Nov. 12, 2004. He has a health sciences background and will have a residence in Chicago, in addition to the President’s home in Urbana.

Case and Lectures and Forums are planning the Nakata Lecture. A connection with NIH has been suggested as very appropriate, given the NIH initiative on having those who they fund publish in open source journals. Various individuals have been mentioned as desirable Nakata Lecturers. Weller pointed out that Ruth Holtz will be hosting GMR librarians in March 2005 and that it might be possible to do this in conjunction with the Nakata Lecture.

ILLWorksPlus

Meeting: Nov. 16, 2004

Weller informed the group that ERQ has approved the new ILL webpages. Since testing needs to be done with the latest version of Clio EDelivery at some sites, the pages may not post until the start of the new semester (Jan 3rd), the target date for the announcement of this service enhancement.

EDelivery has been installed on the new machine at Daley as of this past weekend. Matthews will test this week.

O’Brien reported that EDelivery at LHS-Chicago is working fine.

Burnette reported that LHS-Peoria EDelivery seems to be working. She will check with Jeanette at Rockford for their status.

Equipment issues seem to be fine at all sites (for ILL). Burnette will also check with Rockford regarding this.
Weller proposed that the group examine the costs of using Clio vs. Illiad (the ILL management software in use by most CIC schools) and make a recommendation as to whether UIC should consider moving to this system or stay with Clio for now.

Hepburn will gather some cost data from relevant sources and report back to the committee.

Hepburn reported that a Clio button will not be added to the Blackboard pages. The decision was to keep links limited to UIC electronic resources on these pages.

Once ClioWeb is fully functioning and we have some data on Illiad, Weller will let Case know that the task force has fulfilled its charge and see if there are any other outstanding issues that need to be addressed before dissolution.

Certain unresolved issues remain, primarily OCLC’s discontinuation of Passport which at present poses a problem with UIC’s multiple OCLC symbol designation IAY (east) and IAX (west).

Infotrieve’s Ariel release (4.0) due out in December also has a potential impact that must be examined thoroughly before implementation.

The group agreed that these serious issues could be dealt with outside of the ILLWorksPlus group.

Institutional Repository Task Force (IRTF) Minutes.
Nov. 23, 2004. – LHS Chicago. Revised 12/2/04.

Present: Ann Weller (chair), Lisa Zhao, Sara Blaszczak, David Austin, Doug Bicknese, Mircea Stefancu, Rich McGowan (recorder). Absent: John Cullars.

Weller convened the meeting at 9:05.

1. The minutes of the Oct. 12, 2004 meeting were approved.

2. Austin, Weller and Blaszczak reported on the IR workshop they attended. Topics discussed at the conference, and their summaries, included the following points:

- Institutions should decide on one system and go with it, as they all have pros and cons.
- Be aware of proprietary systems that may potentially cause problems with future migrations.
- Possibilities and potential to partner with others, such as City of Chicago, etc.?
- There’s an apparent “movement” of repositories happening at the moment, with many variations of what is included in them.
- At the conference there was a lot of focus on repository usage but not necessarily on the technical issues. Also, there wasn’t much discussion of people entering data sets.
- There doesn’t seem to be a focus on “branding” at the moment.

3. Discussion of D-Space reviews.
- Cullars, Stefancu and Zhao, sent their reviews to the task force via email.
- Weller’s assigned review space is not up and running yet.
- We did not have the time to cover all reviews, discussion will continue at the next meeting.

4. Make sure to attend one of the Team Vision 2010 meetings. Dates, times and locations were listed in the November 24 issue of U-Lib (http://www.uic.edu/depts/lib/staff/ulib/previous/). We will wait on making plans for a BrownBag session until the Vision 2010 meetings are finished.

5. Blaszczak will contact Joanne about getting Ling and Daniel into the UIUC D-Space to consider a potential installation at UIC. We also want to look at the default help screens.

6. At our next meeting we will lay out a plan for how to approach/address the faculty.Next meeting: Tuesday, Dec. 7, 9 a.m., at Daley, B-466 (basement).
