I. Foundations of Emergency Management and Business Continuity Planning
Foundations of Emergency Management introduces the scope, objectives and principles of emergency management. It is intended to be an introductory course with topics including the history of emergency management in the United States; the profession of emergency management; the roles of federal, state and local emergency management agencies; national response concepts and preparedness, response, recovery and mitigation strategies. II. Risk Management
This course familiarizes students with methods of assessing health and business risks related to manmade or natural events. Characterization of hazard sources, exposure pathways, transmission or dispersion mechanisms, business impact analysis and estimation methods of the populations and businesses affected would be presented. III. Disaster Response and Recovery Operations
This course discusses the basic framework of emergency management concept of operations (CONOPS), provide a structure for creating CONOPS and discuss examples of the appropriate use of CONOPS. Students learn to create CONOPS to respond selected terrorist or natural events, provide guidance on the roles and responsibilities of fictional participants and define program organization and management approaches. IV. Strategic Planning for Emergency Management and Business Continuity
This course seeks to characterize the process of defining mission, objectives, strategic alternatives, evaluation procedures and implementation plans specifically focused on enhancing urban infrastructure and public-private cooperation to respond to natural and man made disasters. The development of capital budgets and procurement procedures to implement such planning would be an integral part of this course. V. Integrative Project in Emergency Management
The objective of the student project is to demonstrate the integration of course materials with practical application of emergency management principles to respond to a terrorist or natural event within a real world setting. It is vital that students are able to confidently process and analyze data in developing emergency response and business continuity plans, estimate expected capacity for infrastructure recovery and integrate new improvements within existing response plans. Addressing financial and procurement issues, related to the implementation of recommendations would also be a component of the project course.
