Faculty Profiles

As a joint program offered by both the UIC School of Public Health and the UIC College of Business Administration, the UIC Emergency Management and Continuity distinguishes itself from graduate programs at other institutions. The multi-disciplinary curriculum is taught by a combination of public health and business school faculty members, the Argonne National Laboratory and professional business continuity planners. The knowledgeable and skilled faculty members have numerous years of experience both inside and outside the classroom, including expertise in various industries, such as IT risk and business management; public health emergency operations; and urban emergency management.

Dr. Ibrahim possess a plethora of experience within the public health policy, preparedness and strategic management framework for Emergency Operations Planning, Business Continuity Management, Continuity of Operations, Functional Restoration, Disaster Recovery, Crisis Risk Management and Pandemic Preparedness.

Dr. Ibrahim has performed technology and business continuity assessments /evaluations / designs and planning for higher education, healthcare, metropolitan health departments, pharmaceutical companies, financial services, aviation and manufacturing.. He has held leadership positions in business continuity and risk management, and has professional and specialized skills in business continuity project management and problem analysis and resolution.

Matthew Liotine is a faculty member at the University of Illinois at Chicago Liautaud Graduate School of Business and a faculty advisor to the Wilbur Wright College Computer Security and Forensic Program. Dr. Liotine brings over 30 years of academic and industry experience to the EMCP program. He has taught courses at DePaul University, Princeton University and New Jersey Institute of Technology. Formerly the vice president of the consulting firm, BLR Research, Dr. Liotine specialized in planning, research and training in business continuity and security for private and public enterprises. He has worked as a consultant to various telecommunication, financial and entertainment firms where he developed and managed business continuity and systems integration projects. Dr. Liotine is also the author of Mission-Critical Network Planning (Artech House), a bestselling book on business continuity for information technology infrastructure.

Dr. Liotine holds B.S. and M.S. degrees in engineering from New York Polytechnic Institute and M.S., M.A. and Ph.D. degrees in engineering and operations research from Princeton University. He is a Certified Business Continuity Professional (CBCP), Homeland Security (CHS-III) professional and holds a project management certification from the IBM Systems Management Institute.

Professor Takoudis has a PhD from the University of Minnesota, Department of Chemical Engineering.  He has published extensively on advanced material research topics and on nanotechnology with direct implications in health policy administration. His expertise covers several aspects of emergency management and public health.
