OBJECTIVE: To articulate policy for displaying banners at UIC

APPLICABILITY: For purposes of this policy, the term banner is limited to the vertical and horizontal versions described below under Banner Specifications.

UIC refers to all property owned or administered by the University of Illinois at Chicago.

This policy applies to all UIC units and organizations wishing to display banners at UIC, including entities that serve and/or are located on the campus, such as the U of I Alumni Association, the U of I Foundation, or Campus Auxiliary Services.

EXCEPTIONS: Exceptions to the policy may be granted by the Vice Chancellor for External Affairs.

At the request of the Chancellor, the Vice Chancellor for External Affairs at UIC oversees the display of banners on campus, in coordination with the Vice Chancellor for Administrative Services.

Banners may be requested by UIC units and organizations for the following purposes: promoting or celebrating UIC or its mission; communicating key campus messages; announcing campus events, activities, and programs; enhancing the campus through attractive or decorative design; inspiring campus pride.

Banner content is expected to conform to applicable policy, law, or guidelines governing open expression on campus.

UIC banners shall not be used for commercial advertising.

The Vice Chancellor for External Affairs gives final approval to all banner installations at UIC: those internal to the campus as well as those along major city streets intersecting the campus, including Harrison, Taylor, and Roosevelt.

Banner approvals will be based upon meeting the criteria outlined in this banner protocol.

No substantial changes to banner content may be made after the banner has been approved. If changes are made, the campus reserves the right to withdraw approval to hang the banner.

Banners may be affixed only to light poles approved by the Office of the Vice Chancellor for External Affairs.

The Office of the Vice Chancellor for External Affairs may at its discretion limit the number of banners allowed under a single application.

Once an application for banner display is received and it is determined that coordination is required with external authorities or campus partners, such as but not limited to the City of Chicago , the Illinois Medical District (IMD), or any other campus partner, the Office of the Vice Chancellor for External Affairs is responsible for such coordination.

The Office of the Vice Chancellor for External Affairs designates the Office of Campus Relations to develop and maintain banner protocol.

The Office of the Vice Chancellor for External Affairs designates the Office of Marketing and Communications to set banner specifications; receive and review applications to display banners at UIC, as well as requests for extensions; make recommendations for approval to the Vice Chancellor; and oversee the annual banner calendar.

The Office of the Vice Chancellor for External Affairs designates UIC Facilities Management to install, maintain, and remove banners. Facilities Management reserves the right to outsource this responsibility.

Cost for banner production and display, including installation, maintenance, and removal, is the responsibility of the requesting unit.
