In his current position, Dr. Horne is responsible for designing, implementing, and evaluating technical assistance activities, program development, research studies, and conducting program evaluations.

He serves as the National Co-project director for the National Transition Alliance for Youth With Disabilities, and is also a member of the adjunct faculty of the George Washington University Department of Teacher Preparation and Special Education. He has conducted a number of training and presentation events before national organizations on a broad range of disability issues. Dr. Horne has written extensively on the area of education policy.
