Hegel Cortés-Miranda is the Secretary of the Department of Agriculture, Rural Development and Equity for Indigenous Communities (SEDEREC) of the government of Mexico City. He has also served as Director of Legislative Support and Senior Officer in the Federal District Legislative Assembly (ALDF), and director of the Civil Registry. He was a candidate for Congress for both the Benito Juarez and Coyoacan boroughs that border Mexico City as part of the Federal District.

Cortés-Miranda graduated with a law degree (JD) from the National University of Mexico (UNAM), and is a LLD candidate in Enterprise Law at Anáhuac University (Mexico)/Complutense University (Madrid, Spain). He currently holds a Diploma on Legislative Process and Parliamentary Practice from the National Institute of Public Administration of Mexico (INAP), a Diploma on Electoral Process from the INAP-Federal Electoral Institute, Mexico, and a Diploma on Public Security from Iberoamericana University, Mexico.

Mr. Cortés-Miranda served as the Director for Legislative Support, 1997-1998, Director General of Parliamentary Procedure, 1998-2000, and Chief of Staff of Mexico City's Congress/Legislative Assembly from 2003-2006. He also served as Director General of the Civil Records Office of Mexico City from 2000-2003 and again from 2007-2012.
