Joe Muscarella

Joseph Muscarella, Ph.D., is Vice Chancellor for Administrative Services at the University of Illinois at Chicago, where he is responsible for facilities management, new construction, renovation, environmental health and safety, and security. He oversees a staff of more than 900 people representing technical and professional fields who support over 100 permanent buildings with 14 million square feet of space on 250 acres.

Prior to joining UIC in 2004, Muscarella was an active duty Army Officer and served as the Director of Public Works at Fort Knox, Kentucky, the sixth-largest Army post in the United States.

At Fort Knox, Muscarella directed a workforce of 250 government employees and 450 contract employees engaged in master planning, facilities design, construction contracting and inspection, transportation services, environmental management, facilities operations and maintenance and fire protection. He retired as a colonel from the U.S. Army Corps of Engineers after a 26 year career.

Before his assignment to Fort Knox, Muscarella served as Deputy Director of the New York District, Army Corps of Engineers, which is responsible for military, environmental and civil works projects throughout New York and New Jersey. He was also an Adjunct Professor at Columbia University in New York City and taught Transportation Engineering. From 1995-98, he taught courses in structural engineering and engineering mechanics and coordinated federal research projects at the U.S. Military Academy at West Point. During these two assignments, he served as a panel member on a Transportation Research Board, National Cooperative Highway Research Program project panel.

Muscarella holds a Bachelor of Science degree from West Point and an M.S. and Ph.D. in structural engineering from the University of Texas at Austin. He is a Fellow of the American Society of Civil Engineers and a member of the Society of American Military Engineers. He is a registered Professional Engineer in the state of Virginia.
