CAPE Award winner David Gulley

The annual CAPE Award, sponsored by the Academic Professionals Advisory Council, recognizes academic professional employees for their contributions to campus and community. The honor includes a $1,000 permanent salary increase and a one-time $2,000 cash award.
David Gulley spends a lot of time thinking about UIC’s future.
Director of economic development in the Office of Technology Management, Gulley’s duties include technology initiatives, corporate relations, start-up companies and resource development.
“The focus of the job is very external,” he said.
“We work with many city, state and federal agencies as well as the private sector.”
Gulley seeks opportunities for UIC and showcases what the campus has to offer to outside entities.
“The university’s ability to partner with someone is brought to the table,” he said.
“The message goes out as to what we do have, what we don’t have and what we need.”
‘I like to see students once in awhile. It helps me understand what faculty go through.’
Gulley works closely with the companies and corporations in the Chicago Technology Park.
“David has significantly provided leadership for this campus’ evolving role in serving the city and state through economic development initiatives and partnerships,” said Arthur Savage, executive associate chancellor for external affairs.
Working with campus researchers is an important part of Gulley’s job.
Tom DeFanti, director of the Software Technologies Research Center and professor of computer science, said Gulley has helped him with complicated questions about intellectual property in the field of computer software.
“This area is evolving quickly,” DeFanti said.
Gulley has lived and worked in some farflung areas, from downstate Carbondale to South Florida to Venezuela, where he taught science for five years.
While working as head of science at the Petroleum Company of Venezuela, Gulley earned a master’s in education from Virginia Polytechnic Institute and State University.
He returned to Illinois to earn a Ph.D. in higher education administration at Southern Illinois University at Carbondale.
“I wanted to study the impact a university has on the community surrounding it,” he said.
Gulley teaches an MBA-level course in technology management as an adjunct faculty member in the College of Business Administration.
“I like to see students once in awhile,” he said. “It helps me understand what faculty go through.”
