Why can you boil water in a syringe?

Water can be boiled in a syringe if the pressure in the syringe is lowered.
Boiling is the point at which the vapor pressure of the liquid is
equal to the surrounding pressure. Therefore, if the pressure inside
the syringe is lowered to the same as the vapor pressure of the
liquid, boiling is observed.
