I tried finding something at the Columbia's School of Public Health, but they do not have internships for high school students. I suggest talking to people at the New York State Public Health Association. You can find contact e-mail addresses at http://www.apha.org/state_local/affiliatesinfo/nys.htm
I sit on the board of our local public health department, and each month we have a public board meeting. One of our board members is a high school student, and often public guests in the audience are in high school. You could try to attend local public health meetings and you will learn plenty. Plus you might meet a contact who could point you in the direction of a Summer internship. Good luck!
