The ICBCHE contributes to the resolutions of many of the problems that adversely affect the educational status of Black people through consolidated and coordinated efforts. Its overall goal is the enhancement of education and employment opportunities for Black people in Illinois.

The structure of the Illinois Committee on Black Concerns in Higher Education achieves its goals operating under a constitution and by-laws. An Executive Committee, consisting of officers and chairs of standing committees set agendas and maintain internal and external communication as needed with the general Steering Committee. The structure of the Executive Committee currently includes chairperson, chairperson elect, chair emeritus, secretary, treasurer, three regional vice chairpersons, and chairs of standing committees.
