Eric W. Welch
Eric W. Welch is an Associate Professor and a leader of the Science, Technology and Environment Policy Lab in the Department of Public Administration at the University of Illinois at Chicago. His research focuses on technology processes in public organizations, environmental policy, science and technology policy, and R&D performance evaluation. Prof. Welch teaches courses in innovation and technology theory, decision analysis, organization theory and environmental policy in both the masters of public administration and Ph.D. programs. His research has been published in such journals as Transportation Research – D Environment, Policy Sciences, Environmental Science and Policy, Journal of Public Policy and Management, Political Communication, and Journal of Public Administration Research and Theory. He is currently working on a book length manuscript on R&D Evaluation Methods entitled: The New Generation of R&D Evaluation Methods: A Cross-National Review of Performance Measurement to be published by Edward Elgar.
Prof. Welch is involved in numerous multi-year research projects including a National Science Foundation funded effort entitled “Women in Science and Engineering: Network Access, Participation and Outcomes,” a longitudinal evaluation of research outcomes of the Mid-America Earthquake Center, and an ongoing research contract with the Chicago Transit Authority to undertake transit relevant research in the Chicago metropolitan area. In the environmental area, Prof. Welch is currently conducting research to understand the processes and evaluate the outcomes of fleet conversion from gasoline to alternative fuel vehicles in Du Page County, Illinois. And, in collaboration with the Japanese National Institute for Environmental Studies, he is working on research to evaluate voluntary environmental policies to reduce green house gases and other pollutants in the United States and Japan.
Prof. Welch has received scholarship and fellowship awards that have allowed him to conduct research on environmental policy in Poland at the International Institute for Applied Systems Analysis in Vienna, Austria; on projects related to ISO 14001 and Japanese environmental policy at the National Institute for Environmental Studies in Japan; and on different aspects of electronic government and electronic democracy at the Great Cities Institute in Chicago. Prof. Welch has also recently completed work for the Mexican Government’s R&D funding agency, CONACyT, to identify and assess R&D evaluation methods used by other national funding agencies and to develop an advanced evaluation model for Mexico.
