Statewide samples of MCOs, FFS, and PCCM clients; Over-sample in 4 Commonwealth Counties
- Random sample of parents of children 3 to 46 months of age at the time of survey administration
- Continuous enrollment of 12 months allowing for a single 1 month gap in enrollment
- Children less than 12 mos. met a continuous enrollment requirement
