This workshop was a Regional/State partnership (REGIONS VI, VIII, IX AND X) to assist states in preparing for the Maternal and Child Health Five-Year Needs Assessments (due in MCH Block Grant Applications July 15, 2000). The workshop provided opportunities for persons involved in the Five-year Needs Assessments to learn from each other and collaborate towards consensus on data definitions and methodological issues. The agenda topics for this workshop were developed by State MCH Agency staff from the four participating Regions. HRSA/MCH Field Office staff from the four regions provided logistical and planning support. Special thanks to the State of Utah MCH Agency for hosting the meeting.

Topics and activities included the following:

1) Updates from key federal resources: MCHB, CDC, AMCHP, Title V Information System staff, Family Voices, SSDI and the Bureau of Primary Health Care (BPHC).

2) Proposed MCH Assessment Indicators: The MCHB perspective, then open discussion among the states.

3) Presentations and group discussions on three performance measures/needs indicators: Medical Home for CSHCN; Uninsured Children; and Oral Health.

4) Challenges for states in reporting performance measures about children on SSI, and Medicaid participation.

5) Categorizing services by the levels of the pyramid - MCHB and State perspectives.

6) Perspectives on framing MCH Data (Title V Information System)in a political arena.

7) Presentations by three states on how they are designing their five-year needs assessments.
