UIC Police

Police Powers

Under the provisions of Chapter 110, section 305/7, Illinois Compiled Statutes 1992, members of the Police Department are peace officers. University police have all powers possessed by police in cities and by sheriffs, including the power to make arrests on view and on warrants of violations of state statutes and city or county ordinances. The UICPD works very closely with the Chicago Police in carrying out their duties.

The Department's Responsibilities

• Enforcement of laws and ordinances

• Regulation and control of traffic
• Protection of university buildings and grounds

University Police Crime Prevention Programs That Facilitate and Encourage Safety and Prompt, Accurate Crime Reporting

Community Relations Program

Includes dissemination of crime prevention information on topics such as the UIC Police, the UIC Red Car service, rape/acquaintance rape, “smash and grab,” auto theft, and being streetwise to students, faculty, staff, visitors, hospital patients, neighborhood residents, and grammar school children. It also helps international students incorporate common-sense crime prevention techniques into their daily lives. Community Relations 312-996-6779.

Housing Liaison

Addresses law enforcement and security issues, participates in the orientation and training of housing staff and of employees of a private security agency employed by the Campus Housing department.

Security surveys

Provides recommendations for the improvement of security and risk prevention.

The Fleet Watch Program

Physical plant radio-dispatched maintenance vehicles that act as "eyes and ears" for police.

The Campus Watch Program

An extension of the Fleet Watch Program that relies on parking lot attendants, building service workers, and other staff members to report in-progress crimes or suspicious activities.

The Walk and Talk Program

Officers on walking beats interview students, faculty, and staff regarding their safety concerns and inform them of department services.

Vehicular and Bicycle Patrols

Startel Alarms

Kiosks that, when activated, provide direct voice link to the Police Department while a blue strobe light flashes. Currently, there are more than 1,000 strategically placed Startel Alarms on campus.

Premise Checks

Foot patrol performed by sworn officers as well as security officers and members of the Student Patrol.

Personnel Escort Service

Within defined boundaries

Security seminars, crime-prevention materials, and personal safety programs

Computerized-access systems and extensive alarm systems

Input regarding the use of certain locks, special doors and frames, lighting and parking facility layouts, etc.

Department's Response Policy

Police units will be immediately dispatched to the location of all in-progress criminal activities. Police reports will be generated for all criminal activity on campus. Follow-up investigations of reported criminal activity are assigned on a case-by-case evaluation.

University Building Security

The majority of university buildings are equipped with electronic card readers for access after hours. Students, faculty, and staff may have their university identification cards encoded for access to specific buildings at specific times and days of the week for which they have been authorized. In addition, several buildings have pass desk operations where University identification cards are required for entry. Computer-controlled door access systems have been installed at all primary entrances to the residence halls. Residents must use their UIC ID card to enter. Further, all other doors are kept locked at all times and may be used only as emergency exits.

University Hospital

A special unit is assigned to the hospital to ensure the safety of faculty, staff, students, patients, and visitors. This unit is staffed by five sworn UIC police officers, eleven non-sworn security officers, and members of the department's Student Patrol. A police sergeant, who reports to the deputy chief of field operations, coordinates 24-hour police and security services for the facility and its associated clinics. The supervisor serves as the department's liaison for all hospital-related police and security matters.

Student Patrol

The Student Patrol is made up of approximately 85 students and is deployed 24 hours a day, 7 days a week, at pass desks and on moving patrols to observe and report suspicious criminal activity. They are responsible for:

• Locking and unlocking buildings
• After-hours escorting of faculty, staff, students, and visitors
• Twenty-four hour access control at fixed posts in campus buildings
• ID verification of persons requesting access to campus facilities

To maintain quality of services, Student Patrol members receive 16 hours of initial classroom instructions and three weeks of on-the-job training.
